Officially deploying online public services at levels 3 and 4 on January 01, 2021

​PORTAL - On the morning of December 24, at the Administrative Center of Binh Duong province, the Provincial People's Committee held a meeting to listen to reports on the deployment of online public services at levels 3 and 4. Participating in the meeting were departments, committees and branches of the province.

The meeting was online to 09 districts, towns, cities and communes, wards and commune-level towns.

At the meeting, the Department of Information and Communications informed about the implementation of online public services at level 3, 4 in the province. Up to now, the Department has compiled online public services at levels 3 and 4 registered by agencies, including: 07/18 departments, committees and branches (remaining agencies have upgraded to 100% public services at level 3, 4); 09/09 district People's Committees, 91/91 commune People's Committees. Through coordination, review and restructuring, up to now, there are 1,662 online public services at levels 3 and 4. In which, the provincial level has 136 public services at level 3 and 1,149 public services at level 4 (reaching 86.8%); the district level has 253 public services at level 4; the commune level has 124 public services at level 4.

At the same time, 1,033 public services at levels 3 and 4 have been integrated on the National Public Service Portal, including 169 public services at level 3 and 864 online public services at level 4, reaching 62% (currently continuing to configure 250 more public services at levels 3 and 4 on the Portal).

Regarding technical work, eForm configuration (electronic form) has been built for 1,662 public services at levels 3 and 4 on the Provincial Public Service Portal.

Overview of the meeting

Regarding cash payment on the Provincial Public Service Portal, the Department has cooperated with VNPT to successfully configure the non-cash payment function through the VNPT Pay payment intermediary and transfer it to a shared provincial account, the Department of Information and Communications is managing and performing the reconciliation for this account. Paying on the National payment platform, the Department has added a method of paying fees and charges for online public service records on the Provincial Public Service Portal for people and enterprises; completed the integration functions on the test environment under the guidance of the Government Office, is coordinating with the Government Office and VNPT to integrate it on the Provincial Public Service Portal.

Regarding non-cash payments via e-wallets: Momo, VNPT Pay, etc. through the VNPay payment intermediary, which has been successfully deployed, people can pay via e-wallets when carrying out administrative procedures. It has been coordinating with VNPT to integrate digital signatures for people and enterprises into the provincial Portal System.

At the same time, coordinating with the Office of the Provincial People's Committee and the Public Administration Center to conduct training for leaders in charge of sections at district and commune levels, civil servants and public employees of the Electronic one-stop-shop section at the provincial, district and commune levels, volunteers and staff of Call Center 1022, etc.

At the meeting, the units reported the progress of preparing to deploy public services at levels 3, 4 and difficulties in the implementation process. Accordingly, most of the units have basically prepared facilities, equipment, personnel, conducted training, established a force of volunteers to support and guide people, etc.

In addition, the units also proposed and recommended the Department of Information and Communications to quickly promulgate a list of public service procedures at levels 3 and 4 for grassroots units to announce and deploy; study more methods and procedures for non-cash payment for enterprises; interoperability between the National Public Service Portal and the Provincial Public Service Portal, etc.

After listening to the recommendations of the units, the representative of the Department of Communication and Communication also gave specific answers and instructions.

Speaking at the meeting, Mr. Huynh Tu Trong - Deputy Chief of the Office of the Provincial People's Committee said that currently, some units and localities still have some difficulties and obstacles in terms of material and technical facilities, so the Department of Information and Communications continues to support localities in deploying online public services at levels 3 and 4, preparing to complete all stages for official operation on January 01, 2022. In the implementation process, there will surely be certain obstacles, thus requiring efforts and close coordination between units. In particular, localities need to create conditions for facilities, operating funds, and have mechanisms for volunteers, etc.​
