The Chairman of the Provincial People's Committee said, regarding 61 proposals and suggestions of voters related to the fields that have an impact on the people's lives and activities (traffic, health, education, regimes, policies, etc.) sent to the meeting, the Provincial People's Committee has accepted with the progressive spirit and has assigned and directed departments, branches and localities to urgently consider settlement and report to explain under their competence.
At the meeting, the Provincial People's Committee also received 15 opinions from the delegations, proposing a number of contents related to the management, direction and administration of the Provincial People's Committee. 03 groups of solutions to accelerate the public investment disbursement
Providing information at the meeting, the Chairman of the Provincial People's Committee said, drawing experience for public investment in 2020 and previous years, right from the beginning of 2021, the Provincial People's Committee has focused on directing to accelerate the implementation and disbursement of public investment capital, establishing a Steering Committee for the implementation of key public investment projects for the 2020-2025 tenure; a team to inspect the compensation and ground clearance, etc. However, from April to October 2021, the Covid-19 pandemic broke out strongly, causing activities to be paused, interrupted or only able to perform some jobs.
After the province returned to the new normal, public investment disbursement tended to be more positive, the disbursement value from September 15 to November 30, 2021 alone is 75% higher than the disbursement value in the first 9 months of the year. It is estimated that the implementation volume eligible for disbursement in 2021 is 9,296 billion VND, reaching 75.6% of the plan.

To accelerate the disbursement of public investment plans in the coming time, the Provincial People's Committee focuses on implementing 3 groups of solutions. In which, focusing on investment procedures. Well performing the investment preparation – preparation for project implementation, preparation and appraisal of report on investment policy proposal, feasibility study report, expeditiously completing the design - cost estimate approval procedures, bidding procedures for important key projects. Focusing on completing the procedures for acceptance and payment of capital when there is a volume, not to accumulate at the end of the year.
Focusing on reviewing and resolutely eliminating inefficient projects, projects that are not really necessary and urgent, prioritizing capital for key projects, creating motivation for development, compensation and site clearance projects, etc. Developing an implementation schedule associated with the capital plan for each works or project. Developing a list of investment priorities for transport projects, giving priority to compensation and site clearance for the entire road once.
The key solution is site clearance and capital mobilization. Focusing on performing well the site clearance, especially the work of mobilizing people, speeding up the early schedule of handing over the site for construction. Formulating a project to exploit the land fund to create capital for infrastructure development according to regulations. Priority shall be given to allocating these resources to localities that have well performed the exploitation of the land fund to invest in compensation and site clearance for transport works.
Deploying key transport projects
The Chairman of the Provincial People's Committee said that along with the general situation of public investment, transport infrastructure projects must temporarily stop construction to ensure pandemic prevention and control. Up to now, the pandemic situation is under control, the province has focused on speeding up the construction schedule of projects, especially key projects.
Especially in 2021, for the first time, the Government's Standing Committee had an online meeting with the Provincial Standing Party Committee, listened to the proposed report and gave instructions to Binh Duong province to prepare to invest in a number of projects. At this meeting, the Provincial People's Committee presented 02 projects: Adjustment of investment policy in the project of creating landscape, preventing traffic jams on the roads of My Phuoc - Tan Van, DT.746, DT.747B, DT.743 under the mode of public-private partnership (PPP); Adjustment of investment policy in BOT project to upgrade and expand National Highway 13. In addition, the Provincial People's Committee has coordinated with localities in the region to implement the following projects: Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway, Ring Road 3, Ring Road 4, Traffic infrastructure connecting Dong Nai province, etc. These are the main arterial roads of the province, when completed, they will basically solve the traffic jam situation in the past time.
Besides, the province still regularly maintains the upgrading, repairing, patching, investing in lighting, upgrading the drainage system, etc.; at the same time, continues to maintain the implementation of flexible hourly and routed traffic distribution, arranges force to guard the post, and applies technology in traffic regulation at key and arterial intersections.
Supporting enterprises to restore production and business
In 2021, the world in general, Vietnam and Binh Duong in particular face many difficulties in production and business activities in terms of capital, labor, lack of raw materials, production costs, etc. causing an increase in the number of enterprises being suspended, dissolved or reduced capital.
As soon as there was a pandemic, in addition to the establishment of Steering Committees, assisting groups, sub-committees for pandemic prevention and control, the Provincial People's Committee has established the Enterprise Support Steering Committee, the Enterprise Support Group; assigned members of the Steering Committee to work directly with enterprises, grasp the situation and have timely support solutions. The province also promulgated a plan on restoring socio-economic activities in the new normal and implementing temporary measures for safe, flexible adaptation, effective control over the Covid-19 pandemic in the province under the Government's Resolution no. 128/NQ-CP.

In addition, the province has established a working group to support and remove difficulties and obstacles for individuals, organizations and enterprises, and restore production and business activities. Actively coordinating with the State Bank to connect banks and enterprises, creating favorable conditions for enterprises to access credit. Establishing many delegations to go to localities to coordinate and welcome workers from provinces and cities wishing to return to Binh Duong to work. At the same time, organizing dialogues and meetings with enterprises, investors, trade associations with appropriate forms.
In particular, recently, Binh Duong province collaborated with the Ho Chi Minh National Academy of Politics to organize a Webinar themed "Solutions for Binh Duong to adapt safely, flexibly, effectively control the Covid-19 pandemic, restore production and develop socio-economy in the coming time"; the province also attended the "Summit on sustainable socio-economic recovery and development in the post-Covid-19 period and accelerating modernization and industrialization in digital era". At seminars and forums, the ideas and proposals of Binh Duong and domestic and foreign experts are considered, researched and replicated; on that basis, there will be specific local policies to contribute to support and create conditions for enterprises to promote recovery and stable development in the new situation.
In the coming time, the Provincial People's Committee will continue to monitor and direct departments, branches and localities to focus on solving specific and comprehensive difficulties, creating the most favorable conditions for economic sectors to recover production and business in each industry and field, especially long-term and strategic issues.
Improving health human resources to meet the new situation
Over the past five years, the Health branch has taken many measures to attract doctors and nurses to work in the locality. The number of doctors has increased rapidly in recent years, from 1,135 doctors in 2016 to 2,008 doctors in 2021 (an average increase of 175 doctors per year). However, due to the province's mechanical population growth rate being too fast and the complicated development of the Covid-19 pandemic in 2021, only 123 more doctors were recruited (89 public sector and 34 private sector doctors), the ratio of doctors/ten thousand people is only 7.5/ten thousand people.
In the coming time, the Provincial People's Committee will continue to recruit, train and foster medical staff, doctors and propose the Central Government to increase the staffing of the Health sector for the province, to meet the health care requirements of the people.

Specifically, establishing Mobile medical stations, Medical stations in industrial parks, and polyclinics in industrial parks and modernizing medical examination and treatment activities.
In response to the interest of voters and people in the management of the health sector, especially in the price management of medical supplies and medical services, Mr. Vo Van Minh said that for public medical examination and treatment facilities, the Provincial People's Committee has directed the Department of Health to implement for medical examination and treatment facilities as regulated in Circular no. 16/2021/TT-BYT dated November 08, 2021 of the Ministry of Health prescribing prices for SARS-CoV-2 testing services. Non-public medical facilities that are eligible to conduct Covid-19 testing according to regulations must publicize prices according to the provisions of the Law on Prices. The Department of Health has requested non-public medical units not to take advantage of the pandemic situation to increase the price of testing services, at the same time, to decide on price levels, declare prices, and list prices in accordance with regulations.
In the coming time, the Provincial People's Committee will continue to direct the Department of Health to coordinate with relevant branches to strengthen post-inspection, inspection, supervision and strictly handle violations that take advantage of the pandemic to increase service prices; inspect and control SARS-CoV-2 testing products of unknown origin, taking advantage of the pandemic situation to increase prices, set prices, ensuring quality and market prices.
Improving public administrative reform indicators
Mr. Vo Van Minh emphasized, right after the results of the Provincial Governance and Public Administration Performance Index (PAPI) and a set of indicators measuring the province's executive, management and competitiveness capacity, such as: Provincial Competitiveness Index (PCI), Public Administration Reform Index (PAR INDEX), Readiness Index for Information and Communications Technology (ICT) development and application were announced, the Provincial People's Committee has issued a series of directives to focus on expeditiously analyzing, evaluating and reviewing the low indicators and criteria. 8. Implementing the teaching and learning plan to be safe and suitable for the pandemic development;
9. Focusing on reforming administrative procedures, associated with digital transformation, building e-government and smart city management;
10. Synchronously deploying solutions to ensure national defense and security and maintain social order and safety.
