​PORTAL - The Department of Health provides provisional guidance on the implementation of SARS-CoV-2 testing (testing) in the new situation.

Accordingly, implementing solutions: Community screening and testing, testing in medical facilities, testing and screening in enterprises, production and business establishments; government agencies and units.

Specifically, for community screening and testing, focusing on taking random and periodic screening samples for high-risk areas and crowded places such as wholesale markets, traditional markets, bus stations, hostels, apartments, supermarkets, etc. Testing and screening for at-risk subjects: subjects with one of the following symptoms: fever, cough, fatigue, sore throat, loss of taste and smell, shortness of breath, etc.; people who move to many places, come into contact with many people such as drivers, delivery people, supplier of ingredients, food, street vendors, lottery ticket sellers, etc.

Testing is not ordered for people's travel, only for cases coming from pandemic areas at level 4 or in regional medical quarantine (lockdown) and suspected cases or ordered for epidemiological investigation from pandemic areas at level 3.

For people who have received 2 full doses of vaccine, who have received 1 dose of vaccine at least 14 days and who have recovered from Covid-19 within 6 months: only testing when there is a request for epidemiological investigation; with cases of medical quarantine or medical monitoring and cases coming from areas with level 4 pandemic or regional medical quarantine (lockdown). However, for these cases, testing is only recommended, not required.

Regarding the implementation of testing to handle the outbreak, depending on the risk factors, the pandemic situation and the extent of the outbreak, the locality decides on subjects and areas for testing, screening periodically based on the principle of determining the smallest possible outbreak scope; ordering as little testing as possible. Carrying out the testing by the method of pooling samples in the case of periodic screening and testing.

In medical facilities, patients at high risk of SARS-CoV-2 infection (patients with clinical symptoms or with epidemiological factors) should be tested for SARS-CoV-2 as soon as they arrive at the medical facility. For inpatients, indicating a rapid antigen test or RT-PCR screening of pooled samples in cases when deciding to admit a patient (testing to the patient and the person directly taking care of the patient); a rapid antigen test or weekly RT-PCR test for at least 20% of patients, people who directly take care of the patients during the hospital stay (pooled samples can be performed). In case of emergency, priority should be given to emergency intervention for the patient (in the emergency room for screening), after the patient is stable, it is necessary to consider ordering a rapid antigen test or RT-PCR if there are symptoms of suspected Covid-19 infection. Absolutely not forcing the patient to have a rapid antigen test or RT-PCR before performing an emergency.

Testing 100% of medical staff if there are clinical symptoms or epidemiological factors. Testing and screening for SARS-CoV-2 at least 20% of staff once a week, with priority given to medical staff who have direct contact with people infected with SARS-CoV-2.

In enterprises, production and business establishments; State agencies and units: Complying with Official Dispatch no. 8228/BYT-MT dated September 30, 2021 of the Ministry of Health on guiding the testing of SARS-CoV-2 for production and business establishments, adjusted according to the actual situation in Binh Duong. Specifically, carrying out testing and screening for all cases of workers with suspected symptoms of Covid-19 such as cough, fever, shortness of breath, etc. or related epidemiological factors. Test technique is by RT-PCR or rapid antigen test.

Production and business establishments are solely responsible for the quality of antigen rapid tests, testing procedures and results. The district-level Medical Center is responsible for inspecting and supervising the implementation and immediately and properly handling the report when receiving a report of test results with a positive case for SARS-CoV-2. The test results of agencies, units, enterprises and production and business establishments must be reported to the Medical Center in the district for management.
