Binh Duong: Guidance on time for home health monitoring and medical quarantine of at-risk subjects

​PORTAL - The Department of Health guides the time for home health monitoring and medical quarantine of at-risk subjects and the handover of discharged patients and those who complete concentrated medical quarantine between Binh Duong and other provinces and cities.

The time of home health monitoring for cases eligible to be discharged from the hospital and complete Covid-19 treatment is 07 days from the date of discharge or completion of Covid-19 treatment period. During the time of home health monitoring, subjects need to strictly follow the 5K regulations, limit going out (if going out, they must get permission from the Steering Committee for Covid-19 Prevention and Control at the commune level or higher).

Time of concentrated medical quarantine for foreigners entering, cases of other provinces and cities coming to Binh Duong and cases of close contact with the patients: For cases of F0 who have recovered within 6 months, subjects who have received 2 full doses of vaccine or received 1 dose of vaccine for at least 14 days will undergo 07 days of concentrated medical quarantine. After having negative PCR results on the 3rd and 6th day, they will be issued a certificate of completion of concentrated medical quarantine and continue to monitor their health at home for at least 7 days. If there are no abnormal signs, they are allowed to go out, participate in working and production, etc. but still strictly implement 5K.

Cases of experts with the rank of Deputy Minister or higher, guests of the Provincial Party Committee, Provincial People's Council and Provincial People's Committee do not need concentrated medical quarantine. However, individuals or organizations that come to Binh Duong need to have a detailed work plan to send to the Department of Foreign Affairs for consideration, and a specific plan for pandemic prevention to be sent to the Department of Health to advise the provincial leaders for approval.

Other cases are quarantined for 14 days, from the date of entry or the date of decision on concentrated medical quarantine, date of confirmed close contact with Covid-19 case. After having negative PCR test results on the 7th and 13th day, they will be issued a certificate of completion of concentrated medical quarantine and continue to monitor their health at home for at least 7 days.

Medical examination and treatment facilities, Covid-19 treatment areas, field hospitals, and concentrated medical quarantine areas compile a list of Covid-19 patients discharged from hospital and those who have completed concentrated medical quarantine and send them to the Binh Duong Center for Disease Control (CDC). CDC will contact CDCs of other provinces and cities and Departments of Transport and Provincial Military Command to organize the handover of discharged Covid-19 patients who have completed concentrated medical quarantine to other provinces and cities.

Localities actively arrange vehicles to receive those discharged from the hospital, those who have completed concentrated medical quarantine to continue to monitor their health at home according to regulations.

For Covid-19 patients discharged from hospital, those who have completed concentrated medical quarantine in other provinces and cities, requesting the Provincial Military Command and the Department of Transport to continue supporting the Health branch in handing over these cases to their localities.

If the other provinces and cities do not hand over, CDC contacts the Department of Transport, the Provincial Military Command to transport Covid-19 patients discharged from the hospital, those who have completed concentrated medical quarantine to the border areas between Binh Duong and other provinces and cities for Covid-19 patients discharged from the hospital, those who have completed concentrated medical quarantine to contact their family members or means of transport to continue returning to their localities.
