Temporary guidance on passenger transport activities in the province

​PORTAL - The Department of Transport provides temporary guidance on road and inland waterway passenger transport activities in the province during the time when the locality loosens measures for Covid-19 prevention and control.

The assessment scale of pandemic level applies in passenger transport activities: commune level and can be at the scale of groups, teams, residential areas, clusters, hamlets, villages.

Level of risk assessment and level of application: Level 1 - Low-risk (new normal) corresponds to green; Level 2 - Medium-risk corresponds to yellow; Level 3 - High-risk corresponds to orange; Level 4 - Very high risk corresponds to red.

In very high risk localities or regions, stopping passenger transport by public transport means (except taxis, technology vehicles with less than 9 seats with partitions from guests, electronic payment). In case a passenger transport vehicle has a mandatory journey to pass through, it is not allowed to stop or park. In high risk localities or regions, public transport means of road, rail and inland waterways are allowed to operate at less than or equal to 50% of their capacity (trip/turn or number of seats on the vehicle). In low and medium risk localities or regions, vehicles can operate normally.

Passengers participating in traffic from very high risk localities or regions to equivalent or lower risk localities or regions must receive a full dose of Covid-19 vaccine (green card on Electronic Health Book or PC-Covid or certificate of full dose vaccination issued by competent authority, the last dose has been given at least 14 days) or have recovered from Covid-19 within 6 months by the time of returning to the locality (with a hospital discharge certificate or a Certificate of Covid-19 recovery); have negative test results for SARS-CoV-2 by RT-PCR or antigen rapid test within 72 hours before getting in the car. Complying with "5K Message"; making a health declaration according to the regulations of the Ministry of Health (not joining the trip when having symptoms of cough, fever, shortness of breath, muscle aches, sore throat, etc.).

Passengers traveling from at-risk and new normal localities or regions to higher risk localities or regions: Comply with "5K Message"; make health declaration according to the regulations of the Ministry of Health (not joining the trip when having symptoms of cough, fever, shortness of breath, muscle aches, sore throat, etc.); have negative test results for SARS-CoV-2 by RT-PCR or antigen rapid test within 72 hours before getting in the car. Estimated time for passenger transport to resume operation

For road passenger transport:

- Passenger transport by intra-provincial buses: It is expected that from October 15, 2021, a number of bus routes will be organized with the frequency and duration of operation depending on the situation and actual needs of each area, according to the decision announced by the Department of Transport. Interprovincial bus routes: It is expected that from October 20, 2021, a number of bus routes will be organized with the frequency and duration of operation depending on the actual situation and needs of the two localities, according to the decision announced by the Department of Transport.

- Passenger transport by taxis: Intra-provincial operation is expected from October 15, 2021, each transport business unit registers the maximum number of operating vehicles that do not exceed 20% of vehicles managed (according to the data of badges registered with the Department of Transport). Inter-provincial operation: It is expected that from October 20, 2021, each transport business unit must register a maximum number of operating vehicles that do not exceed 20% of vehicles managed (according to the data of badges registered with the Department of Transport).

- Passenger transport by intra-provincial contract vehicles: It is expected that from October 15, 2021, passenger transport by contract vehicles with 16 seats or more is allowed to register for a maximum operation of not more than 30% of vehicles managed for activities in service of tourism programs organized by the Department of Culture, Sports and Tourism, People's Committees of districts, towns and cities; according to the transport plan of the Health branch and the vehicle for transporting workers and experts.

- Fixed-route passenger transport: The pilot phase from October 13, 2021 to the end of October 20, 2021 will perform at least 05% and not exceed 30% of the units' trips in 07 days according to the volume announced by the Department of Transport (number of trips/month) and with seat distancing on the vehicles (not applicable for sleeper vehicles).

For inland waterway passenger transport: River-crossing passenger terminals and passenger terminals are allowed to operate after reaching an agreement with neighboring localities, the  time of operation is expected from October 20, 2021.
