Regarding DL that have expired, people have not yet registered: People register for the renewal and re-issuance of a level 3 DL online via https://dichvucong.gplx.gov.vn/ or via landline number 02743 813136; After successful registration, the DOT will notify the time and place to renew and re-issue the DL via personal email addresses for level 3 registration, via the DOT website https://sgtvt.binhduong.gov.vn/ for direct registration by phone number.
The dossier components include: An application form for the DL renewal or re-issuance (the DOT will give it to people when they come to do the procedures); original dossier matching the DL (if any); a Driver's health certificate issued by a competent medical facility (not exceeding 06 months from the date of issue) according to the Annex form no. 02 of Joint Circular no. 24/2015/TTLT-BYT-BGTVT dated August 21, 2015 of the Ministry of Health and the Minister of Transport; a copy (photocopy, no need to copy, notarize) of the ID card or citizen ID card or a valid passport with the number of the ID card or citizen ID card.
