Binh Duong creates the most favorable conditions for enterprises to restore production

​PORTAL - That is the confirmation of Chairman of Binh Duong Provincial People's Committee Vo Van Minh at the teleconference with the American Chamber of Commerce in Vietnam (AmCham) taking place on the morning of October 07, at the Provincial Convention and Exhibition Center.

​​At the Ho Chi Minh City bridge point, there were Mrs. Mary Tarnowka - AmCham CEO and representatives of more than 20 American enterprises in Vietnam.

Talking at the conference, the representative of US enterprises in Vietnam highly appreciated the pandemic prevention and control of Vietnam in general and Binh Duong province during the past time. At the same time, thanking to the Binh Duong province government for always accompanying the enterprises to overcome difficulties, maintain and restore production.

Overview of the conference

Enterprises also highly appreciated Binh Duong province's socio-economic restoration plan in the new normal. However, the current difficult problem the enterprises are facing is a serious shortage of labor resources because workers have returned to their hometowns to avoid the pandemic. Besides, the "3 on-the-spot" model being applied has greatly influenced the psychology of employees. There are no specific instructions in handling when F0 appears at the factory. Traveling between provinces and cities is also causing difficulties for workers of companies. The cost of testing for workers and employees is very expensive; workers have not been vaccinated with the 2nd dose, etc. Representatives of departments and branches shared the difficulties of enterprises and answered a number of issues of concern to enterprises.

Concluding the conference, Mr. Vo Van Minh said that at present, the province has basically controlled the pandemic, but there are still high potential risks. During the pandemic, Binh Duong took good care of the employees' lives, especially the difficult employees without jobs in the boarding houses. Sharing difficulties with enterprises, the Chairman of the Provincial People's Committee said that up to this point, nearly 90% of enterprises in the industrial parks have resumed operation under the model of "3 on-the-spot", "1 road, 2 locations", "3 green".

Regarding the issues proposed by enterprises, the Chairman of the Provincial People's Committee said that these are the key contents for enterprises to operate in the new normal. At the same time, he said, the province has promulgated Document no. 4988, according to which enterprises in the province in "green zones" are eligible to operate under the "3 green" model, ie employees can go to the enterprises to work and return the same day. Enterprises that are performing "3 on the spot" in the "green zone" can also allow employees to go home.

Regarding the handling of F0 in the factory, Mr. Minh informed that, over the past time, the provincial government has cooperated well with enterprises in handling F0 to prevent the pandemic from spreading, so enterprises still maintain normal production. In the coming time, when workers have been fully vaccinated with 2 doses, the process of handling F0 and quarantining F1 is also convenient. The province has also assigned the Provincial Industrial Zones Authority to be the focal point for enterprises to contact when there is F0.

Regarding the vaccination of workers, the province has directed the Industrial Zones Authority to quickly deploy vaccination for workers, especially workers who are performing "3 on the spot". Currently, the province's vaccination capacity reaches 150,000 doses/day, so around October, the vaccination of 2nd dose will be covered for all people aged 18 and over in the province.

As for the travel issue of employees, the Department of Transport has promulgated guidelines for the travel of employees within the province, in which, of employees can move between "green zones" but must meet the conditions for pandemic prevention and control. For the move between Ho Chi Minh City and Binh Duong province, the province has exchanged documents with Ho Chi Minh City about the transportation plan. The provincial Department of Transport will work with provinces and cities to agree on an early implementation plan. The province has coordinated with Ho Chi Minh City to have a pilot plan to allow employees to travel by motorbike between Thu Duc City (Ho Chi Minh City) and Thuan An and Di An cities (Binh Duong). The province also has a plan to welcome employees back to Binh Duong to work in the near future.

Wishing enterprises to share with Binh Duong about the regulation of testing twice a week for workers and employees, Mr. Vo Van Minh said that this regulation is aimed at keeping safe in the pandemic prevention and control in "green zones", preventing the risk of outbreaks in the boarding houses of workers. Therefore, enterprises try to coordinate with local authorities in testing and confirming test results for employees. The province will calculate a plan to minimize testing costs for enterprises.
