Speaking to open the meeting, Permanent Vice Chairman of the Provincial People's Committee Mai Hung Dung said, over the past time, before the complicated development of the Covid-19 pandemic, Binh Duong has drastically implemented solutions to fight the pandemic and protect people's health, up to now, the pandemic in the province has been basically controlled. Implementing the "It is safe to produce, production must be safe" motto, the province is actively implementing many solutions to proactively reopen production and business activities, changing to the new normal after September 30, 2021. Production and business enterprises gradually resume operations under the "3 on-the-spot", "01 road, 02 locations" plans and "3 green" model, but must ensure compliance with regulations safety in pandemic prevention and control. The Permanent Vice Chairman of the Provincial People's Committee thanked EuroCham for always accompanying Vietnam in the fight against the Covid-19 pandemic; at the same time highly appreciated EuroCham's initiative in establishing the "Revive the breath" Fund, which has donated more than 1 million Euros to Vietnam and supported ventilators for Becamex International Hospital in the treatment of Covid-19 patients.
The Permanent Vice Chairman of the Provincial People's Committee emphasized that today's online meeting is an opportunity for Binh Duong to listen to the opinions and suggestions of enterprises so that the province can find ways to remove difficulties and obstacles as well as create favorable conditions for enterprises to gradually restore production and business, contribute to the socio-economic development of Binh Duong.

On behalf of European enterprises in Vietnam, Mr. Erwin Debaere - Secretary General of EuroCham highly appreciated the pandemic prevention and control of Vietnam in general and Binh Duong province in particular as well as the companionship and sharing of difficulties of the Binh Duong provincial government with enterprises in the province during the past time. Binh Duong has had very good pandemic prevention and control strategies to gradually control the current pandemic, and also has good plans to support enterprises and employees during the anti-pandemic period. He also said that during this 4th pandemic wave, enterprises in the Chamber that have production plants in the province faced some difficulties due to the heavy impact of the pandemic, the number of enterprises maintaining operation accounted for only 30%, working capacity is only about 30%; revenue decreased by 50% compared to previous years. The "3 on-the-spot" model being applied at enterprises lasts a long time, leading to costly maintenance costs, and affected workers' psychology. In addition, the import of raw materials is currently very difficult; the circulation of goods, moving within and between provinces has also encountered obstacles, causing enterprises to break production chains. Therefore, he proposed the province to soon have solutions to support enterprises to maintain operations in the new normal such as: Creating conditions for enterprises to transport goods within and between provinces; continuing to allow experts to return to Binh Duong to work; improving the "3 green" model accordingly; soon deploying vaccination for workers to achieve community immunity and support enterprises in recruiting employees, etc.

Concluding the meeting, Mr. Mai Hung Dung thanked enterprises for always accompanying and sharing with the provincial government in the pandemic prevention and control over the past time. Through the opinions of enterprises, the province will have a production plan applied at enterprises in accordance with the roadmap to restore production in the new normal time. Mr. Mai Hung Dung said, the province will deploy 05 tasks in the coming time, which is to localize and quell the pandemic on the smallest possible scale to avoid affecting business operations; bring healthcare closer to the people and workers through Mobile medical stations; facilitate the movement of workers in safe spaces; increase vaccine coverage for people, workers and employees; meet and contact enterprises to remove difficulties and gradually restore production.
The Permanent Vice Chairman of the Provincial People's Committee suggested that enterprises wishing to resume production activities can contact the functional branches of the province to exchange and discuss specific solutions. The province will also try to allow the gradual opening of enterprises' operating capacity according to each route to ensure pandemic prevention and control.
