​PORTAL - The Department of Health has just issued a guiding document stipulating the conditions for production organization at enterprises, production and business establishments and circulation in the province.

Accordingly, based on the Covid-19 situation, temporarily dividing the epidemiological zones of Binh Duong province as follows: Zone 1 (Di An City, Thuan An City, Tan Uyen Town), Zone 2 (Thu Dau Mot City, Ben Cat Town), Zone 3 (Dau Tieng, Phu Giao, Bau Bang, Bac Tan Uyen districts).

For enterprises, production and business establishments that register to organize production under the model of "3 on-the-spot", "1 road, 2 locations" and "03 green" model, are produced when the specified conditions are met.

Specifically, enterprises and production and business establishments have a plan to ensure the Covid-19 prevention and control and a plan to handle when there is a case of Covid-19 at the unit and send it to the Industrial Zones Authority, Department of Industry and Trade or local government. Before entering enterprises, production and business establishments, employees must be tested and screened at least twice (1st time is 3 days before the operation by rapid test or PCR, 2nd time is on working day by rapid test). During the production process, the 5K rule must be strictly followed during the production organization. Carrying out testing for all employees twice a week. Localities can organize testing for employees at their places of residence on every Saturday or Sunday. Particularly, enterprises, production and business establishments in zone 3 can test twice a week at least for 20% of employees; for people providing direct services to production and business establishments, testing must be done twice a week for all employees. Enterprises must actively organize testing by antigen rapid test, self-issue certificates of test results as a basis for employees to participate in circulation.

Enterprises, production and business establishments that register to implement the "3 on-the-spot" production plan before allowing employees to stop implementing the production plan to return to their places of residence must organize a rapid antigen test, if the test results are negative, they will be returned to their residence. At the same time, sending a notice to the Industrial Zones Authority, the Department of Industry and Trade and local authorities before sending employees to their places of residence.

Particularly, enterprises, production and business establishments that register to implement the "1 road, 2 locations" model and the "03 green" model do not need to test employees before returning to their places of residence.

Individual business households self-test all employees twice a week under the supervision of the Covid-19 community groups or Mobile medical stations, the commune-level People's Committees direct the Covid-19 community groups or Mobile medical stations to guide, supervise and issue certificates of test results for this group of subjects. For households with difficult circumstances, the local government considers providing free rapid test support. Encouraging rapid testing of 3-5 pooled samples to save costs; not testing for people who have recovered from Covid-19 within 06 months; the test results of enterprises and production and business establishments must report to the Health Center in the district for management: report 2 hours at the end of the test and must report immediately when there is a positive case for SARS-CoV-2.

People who have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from the hospital and completed 14-day home health monitoring to participate in intra-regional traffic.

When participating in traffic in different zones, people from zones 1 to 2 and 3 must ensure the following conditions: have received 2 full doses of Covid-19 vaccine or have been discharged from hospital with Covid-19 treatment and completed 14-day home health monitoring. Between zone 2 and zone 3: have received 2 full doses of vaccine or 1st dose after at least 14 days or have been treated for Covid-19, discharged from hospital and completed 14-day home health monitoring. People participating in traffic are allowed to go out to buy food and essential goods; medical examination and treatment; carry out activities authorized by local authorities such as: transporting essential goods, delivering goods (shipper), performing services on electricity, post and telecommunications, energy, urban sanitation, participating in production and business, etc. Having a valid negative test result sheet within 72 hours from the time of sampling.

People who have not been vaccinated, people at high risk (over 65 years old and under 12 years old; obese people; people with underlying diseases, etc.) should limit going out when not necessary. Only going out in emergency situations: emergency, hospital transfer, natural disaster, disaster, etc.
