Most of the outbreaks in the community have been controlled
As reported, as of September 27, Binh Duong had 203,989 cases of Covid-19, 172,424 patients recovered (rate of 84.5%) and 1,923 cases died (rate of 0.94%). In the past 7 days, the pandemic situation in the province has had positive changes. Specifically, the number of F0 detected in the community averaged 67 cases/day, down 44.8% compared to the previous week; most of the outbreaks in the community have been controlled, the number of new cases is mainly detected in the lockdown and quarantine areas; the number of F0 discharged from the hospital is more than the number of new cases of F0. Explaining that the number of cases announced in recent days is still high, Mr. Nguyen Van Loi - Secretary of the Provincial Party Committee said that in the past 10 days, the province recorded an average of 1,500 F0 per day, however, the announced number is up to about 3,500 cases per day because the province is continuing to add 10,000 F0 which have not been recorded by the Ministry of Health before because after rapid tests, they were immediately treated. "As regulated by the Ministry of Health, only F0 who have been tested for RT-PCR will be officially recorded to enjoy the regimes and policies" - Mr. Nguyen Van Loi explained.

The Secretary of the Provincial Party Committee added that the province has resolutely tested to separate all F0 from the community; in the coming time, the province will gradually shrink field hospitals and consider the plan of quarantining F0 at home so that commune and ward health staff can monitor them at home. At the same time, increasing the number of Mobile medical stations in industrial parks and clusters from 10 to 100 to meet the needs of pandemic prevention and control.
Assessing the pandemic risk, Binh Duong has 6/9 district-level units in the new normal (green zone), the remaining 3 units are at very high risk (red zone). At commune level, Binh Duong has 75 green zone units, 08 at-risk units (yellow zone), 03 high-risk units (orange zone), 05 very high-risk units (red zone). At the hamlet and quarter level, there are 491 "green zones", 59 "yellow zones", 13 "orange zones" and 22 "red zones".

Currently, 4 "green zone" localities of Binh Duong (Phu Giao, Bau Bang, Dau Tieng, Bac Tan Uyen) are allowed to cross-district circulation, 2 new localities have changed into "green zones" (Thu Dau Mot City, Ben Cat Town) and are allowed to internal circulation between wards. When the greening is complete, the circulation connection for the above 4 localities will be allowed.
Particularly, 3 "red zone" localities (Thuan An city, Di An city, Tan Uyen town) have 116/167 green quarters, allowing circulation within the quarter, ward or inter-quarter.
Creating conditions for enterprises to adapt safely, flexibly, and effectively control the pandemic
Through the actual inspection of the large-scale testing, Senior Lieutenant General Vo Minh Luong - Deputy Minister of National Defense said that localities need to reconsider the plan of taking samples for testing in "red zones", boarding houses, according to the currently applied plan, which is very expensive. It is necessary to localize the smallest area for testing to separate F0 from the community, to perform testing of representative household in boarding houses. According to the Deputy Minister, the province's vaccination rate of 1st dose covers nearly 100% of the population eligible for injection, this is the basis for the province to loosen and restore the economy.

Emphasizing the spirit of reopening production activities step by step firmly and safely, Deputy Prime Minister Vu Duc Dam asked Binh Duong to calculate and prioritize the recovery of operations of factories, large enterprises, high-tech parks, some important service sectors, etc. Units that guarantee "green factory, green boarding house, green worker" are allowed to operate.

The Deputy Prime Minister noted that leaders of Binh Duong province should pay attention and direct the Provincial Industrial Zones Authority and localities to remove all obstacles and create favorable conditions for enterprises to resume production and ready to adapt safely, flexibly, and effectively control the Covid-19 pandemic.
