Binh Duong deploys solutions to restore operation of enterprises

​PORTAL - On the afternoon of September 20, right after the Government's online meeting with some localities on solutions to remove difficulties and support enterprises to restore production in the coming time, Binh Duong Provincial People's Committee held a conference on solutions to restore the operation of enterprises in the province under the chairmanship of Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and the participation of leaders of departments, committees, branches and localities.

​​Enterprises have difficulty when implementing the production plan

As reported by the Department of Planning and Investment, as of September 19, 2021, in the province, there are 3,197 enterprises registered and operating under the "3 on the spot", "01 road, 02 locations", "3 green" plans for 264,621 employees. Although enterprises have built and equipped facilities and periodically tested for Covid-19 to carry out and maintain "3 on the spot" or "01 road, 02 locations" production, however, the cost is very high, it is difficult to maintain in the long run. In addition, it is very difficult to ensure a closed process for the "3 on the spot" plan (delivery of raw materials, finished products, food, drinks, daily-life supplies for employees). In addition, enterprises are unlikely to be able to cope in the event of many infections at the factory.

Sharing about this issue, Mr. Bui Minh Tri - Head of the Provincial Industrial Zones Authority  and Mr. Pham Ngoc Thuan - General Director of Becamex IDC Corporation said, in the situation of complicated pandemic situation, the "3 on-the-spot" plan is a good one to both maintain production of enterprises and prevent and control the pandemic. However, prolonging the implementation time of this plan has caused difficulties for enterprises because the cost of maintaining "3 on-the-spot" is very expensive, while the number of employees working "3 on the spot" only accounts for about 30%, the remaining 70% is at home.

According to the leader of Di An city, currently, Di An is still a "red zone" area, so the "3 green" model in the city has not been implemented. Besides, it is very difficult to rearrange boarding houses for enterprises to implement the "01 road, 02 locations" model because the boarding houses in the city are intertwined with enterprises.

In the "green zone" areas in the North of the province, which are implementing the "3 green" model at enterprises, the leader of Bau Bang district said, under the guidance of the Health branch, for enterprises implementing the "3 green", PCR testing in enterprises costs a lot, the Health branch needs to guide enterprises in testing to reduce this difficulty.

Accelerating solutions for enterprise support

According to the socio-economic recovery plan in the province to the new normal, in the coming time, the province will apply a roadmap to reorganize production and business in 3 stages. Stage 1, starting with enterprises that have met all the necessary requirements to operate again; the level of employment during this period corresponds to the proportion of employees who have received the 2nd dose for 14 days or received the 1st dose for 1 month and are tested periodically. Once an enterprise has developed a plan that meets all requirements in a sustainable way, it can move to the next stage. Enterprises must not move to stage 2 until it is determined that 30% of operation are doing well and are ready to increase production level. Stage 2: Increasing capacity up to 50%. Stage 3: Increasing capacity up to 70% until being allowed to operate at 100% capacity again.

In order for enterprises to return to operation according to the above roadmap, representatives of departments, branches in the province committed to continue implementing policies to support enterprises in terms of debt rescheduling, exemption and reduction of interest and fees, keeping the debt group unchanged; extending the deadline for paying value added tax, corporate income tax, personal income tax and land rent in 2021. Continuing to make statistics on the labor situation, handle and solve labor problems in enterprises; having solutions to motivate employees' morale.

Proposing solutions to support enterprises, Mr. Pham Ngoc Thuan - General Director of Becamex IDC said that the current fundamental problem is to create favorable conditions for enterprises to recover, maintain and develop production and business in association with ensuring safety for pandemic prevention and control. Focusing on ensuring stable production, smooth, efficient and safe circulation of goods, overcoming supply chain disruptions. Supporting to cut costs, remove financial difficulties and cash flow for enterprises. Creating favorable conditions for employees and experts.

Regarding credit policy support, Mr. Vo Dinh Phong - Director of the State Bank of Vietnam Binh Duong branch said, with the view and policy of always accompanying enterprises, the State Bank of Vietnam has also reduced operating interest rates and reduced fees for commercial banks to reduce lending interest rates. Directing commercial banks to actively reduce lending interest rates, offer preferential credit packages to help enterprises reduce financial burden as well as debt repayment pressure to overcome the difficult period, restore production and business. According to Mr. Phong, banks have committed from now until the end of the year to reduce the total interest rate of 20,300 billion VND to support enterprises.

Concluding the conference, Mr. Vo Van Minh requested all levels to set up Steering Committees, Working Groups and Consulting Groups to support enterprises to restore production. The Banking branch holds a conference to meet with credit institutions to deploy solutions to support enterprises. Regarding the support policy packages, the Chairman of the Provincial People's Committee suggested that the branches urgently advise the province to deploy for the enterprises as soon as possible; study social security packages to support employees during the pandemic. Restarting investment promotion activities, development of transport infrastructure. Assigning the Industrial Zones Authority, Department of Industry and Trade to cooperate with localities to focus on developing the "3 on-the-spot", "3 green", "01 road, 02 locations" models in enterprises. For pandemic testing and screening, the Department of Health has specific instructions for enterprises to perform rapid tests when implementing production plans to ensure effective pandemic prevention and control. For business and service establishments in "green zones", the Department of Industry and Trade guides the implementation of the "3 green" model to encourage establishments to self-test under the supervision of localities.
