Accordingly, the standard level of allowance and social assistance is 400,000 VND. This standard level is the basis for determining the level of social allowance, the level of nurturing allowance at social protection establishments, social houses, the level of financial support for care and nurturing and other levels of social assistance. Applying standard level to regular social assistance beneficiaries in the community; receiving care and nurturing in the community; giving emergency social assistance, care and nurturing at social assistance establishments specified in Decree no. 20/2021/ND-CP dated March 15, 2021 of the Government and specific subjects under this Resolution.
For social protection policies for a number of specific subjects, monthly social allowance for children orphaned by one parent and the other parent has no capacity or ability to nurture them according to the provisions of law: Children under 04 years old: 2.5 times the standard level/person/month; children from full 04 years old to under 16 years old: 1.5 times the standard level/person/month. People who are often sick or unable to work belonging to poor households according to the provincial poverty line: 1.0 times the standard level/person/month. People with visual impairment and mild disability are determined: 1.0 times the standard level/person/month. Children under 03 years old belonging to poor households, near-poor households, households that have just escaped poverty according to the provincial poverty line: 1.0 times the standard level/person/month. Elderly people from full 75 to 80 years old belonging to poor households, near-poor households, households that have just escaped poverty according to the provincial poverty line: 1.0 times the standard level/person/month. Children with psychological crisis; single mothers while waiting to give birth or single mothers who are raising children under 36 months old and are not eligible to live in the community and are admitted to foster care at the provincial public social assistance establishments: 3.0 times the standard level/person/month.
In addition to the monthly social allowance, beneficiaries of the province's social protection allowance are entitled to the following support policies: Supporting funeral expenses for beneficiaries of monthly social protection allowance in the community equal to 20 times the standard level; supporting funeral expenses for beneficiaries of monthly social protection allowance at provincial public social assistance establishments equal to 50 times the standard level; issuing a Health Insurance card; supporting education, training and vocational training as prescribed by law. People from other localities who are underprivileged, sick or ill in Binh Duong province but cannot return to their places of residence, are entitled to an allowance of 300,000 VND/person/time. Providing allowance to buy common medicines for social protection beneficiaries, supporting people living with HIV/AIDS for treatment of opportunistic infections with 600,000 VND/person/year.
In case social protection beneficiaries are entitled to different levels according to different coefficients or multiple monthly allowance and support policies according to provincial regulations, they will only be entitled to the highest level.
