PORTAL - The Provincial People's Committee directs the implementation of measures to prevent and control the Covid-19 pandemic in the new normal after September 15, 2021.
Accordingly, localities actively prepare plans to deal with the pandemic situation and implement social distancing measures in accordance with the Prime Minister's Directives (no. 15/CT-TTg, no. 16/CT-TTg) with the motto that it can only be at "higher level", "earlier" in accordance with the actual pandemic situation in each locality and must not be "slower" in handling the situation.
For "red zone" localities, continuing to strictly implement Directive 16/CT-TTg, ensuring the distancing between person and person, family from family, quarter from quarter, "stay where they are", not be tight outside loose inside; when implementing social distancing or regional medical quarantine (lockdown) measures, it should be applied in a narrow scope, ensuring the control of risk factors but not affecting the social security and economic development of the people.
The "green zone" localities, when loosening the implementation of social distancing, need to be cautious, strict, step-by-step and synchronous, ensuring safety; regularly analyze, evaluate and update the situation, not to be negligent, subjective, or off guard. Production and business must ensure the principle of "safe is to produce, production must be safe" and measures for pandemic prevention and control as regulated by the Ministry of Health; implementing the production plan "03 on the spot", "01 road, 02 locations", 03 Green model "Green Factory, Green Boarding house and Green Worker" to promote and ensure safety in production and business activities.
In addition, focusing on directing more rapid testing in areas, "red, orange, yellow zones and locations" for all people with effective and safe methods in accordance with the guidance of the Health branch. By September 20, 2021, localities and areas in the "red and yellow zones and locations" must reduce the level of risk; take drastic and synchronous measures to sharply reduce the "red and yellow zones, red and yellow locations", "green" the area, build and sustainably protect the "green zone"; restore socio-economic activities in the new normal after the period of social distancing according to Plan no. 4639/KH-UBND dated September 14, 2021 and Official Dispatch no. 4547/UBND-VX dated September 09, 2021 of the Provincial People's Committee.
The Provincial Industrial Zones Authority, the Department of Industry and Trade and the District People's Committee coordinate with the Department of Health to establish a Working Group to guide, support, consider and decide to allow enterprises, production and business establishments ensuring safety for pandemic prevention and control conditions to return to operation soon.
For 06 localities that have announced "green zones" (Thu Dau Mot city, Ben Cat town and districts of Bau Bang, Phu Giao, Dau Tieng, Bac Tan Uyen) follow Official Dispatch no. 4593/UBND-VX dated September 10, 2021 of the Provincial People's Committee and the cirlucation guides in the province promulgated by the Department of Transport. Particularly for the remaining 03 localities (Thuan An city, Di An town and Tan Uyen town), based on Decision no. 2686/QD-BCDQG dated May 31, 2021 to determine and assess the level of risk and based on the actual pandemic developments in the locality, the district-level Steering Committee for Pandemic Prevention and Control actively considers and decides on its own the organization of circulation within cities and towns.
Departments, committees, branches, People's Committees of districts, towns and cities, district and commune-level Steering Committees for Covid-19 prevention and control according to their assigned functions, tasks and competence, continue to focus on leading, directing and organizing the implementation of measures for Covid-19 prevention and control in accordance with the directions of the Standing Committee of Provincial Party Committee, the Provincial Steering Committee for Covid-19 Prevention and Control and the Provincial People's Committee. In case of negligence, subjectivity, loss of vigilance, failure to strictly comply with regulations and guidelines for pandemic prevention and control, causing an outbreak again, the head of the Party Executive Committee, government of that unit or locality is fully responsible to the Provincial Party Committee, the Provincial People's Committee and will be handled according to regulations.
