Prioritizing training for rural workers associated with the following programs: Agricultural restructuring; sustainable poverty reduction; new-style rural construction; one product one commune (OCOP) and workers are ethnic minorities, people with disabilities, poor households, near-poor households, households whose agricultural land has been acquired, and rural women. Or workers who move from urban to rural areas with agricultural vocational training needs to develop the rural economy, employees working in enterprises, cooperatives, farms, business establishments providing agricultural services, etc.

Forms of training: Agricultural vocational training at primary level and training for less than 3 months for rural workers, concentrated at vocational education institutions with appropriate training functions (including non-public vocational training institutions); in addition, also conducting mobile training in communes, wards and commune-level towns, according to population clusters.

Training fields: Techniques for growing and breeding mushrooms; growing safe vegetables-organic vegetables; techniques for growing orchids; techniques for planting and caring for ornamental plants; techniques for growing citrus fruit trees (growing pomelos according to VietGAP technology); planting, tending and exploiting rubber latex; planting and taking care of bamboo for bamboo shoots; techniques for veterinary husbandry (breeding and taking care of reproductive cows); aquarium fish farming, etc.

During the implementation process, depending on the needs of enterprises, employers and vocational learners, the People's Committees of districts, towns and cities are responsible for summarizing and sending them to the Department of Agriculture and Rural Development to submit to the Provincial People's Committee for additional training fields.

The Department of Agriculture and Rural Development guides localities to organize the implementation of regulations on agricultural vocational training for rural workers and implement plans to ensure the achievement of planned objectives; promote propaganda and raise awareness for workers about the importance of vocational training, application of techniques and technical advances to production in order to increase productivity and income for rural workers.

At the same time, coordinating with the Department of Labor, War Invalids and Social Affairs; People's Committees of districts, towns and cities to implement vocational training activities in the field of agriculture, creating a source of direct labor for agricultural production, ensuring the goal of transforming economic structure and rural labor structure; periodically every 6 months, annually provide data for the Department of Labor, War Invalids and Social Affairs to summarize and report according to regulations.
