More than 1 million computers are supported for students to learn online

​PORTAL - On the evening of September 12, in Hanoi, the Ministry of Education and Training coordinated with the Ministry of Information and Communications to organize the Launching ceremony of the "Waves and computers for children" program in an online form to 63 provinces and cities in the country. Prime Minister Pham Minh Chinh attended and presided over the ceremony.

​​At Binh Duong bridge point, attending were Mr. Nguyen Loc Ha - Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee and leaders of a number of departments, branches and telecommunications enterprises.

No student is left behind

The "Waves and computers for children" program aims to cover 100% of all 283 locations without mobile Internet connection in localities that are implementing the distancing according to Directive 16/CT-TTg and implementing online learning. At the same time, the Program will also cover all 1,910 locations without mobile Internet connection nationwide.

In phase 1, in 2021, the Program is expected to mobilize 1 million computers for pupils and students from poor and near-poor households nationwide; immediately, giving priority to localities that are implementing the distancing according to Directive 16/CT-TTg and implementing online learning.

Phase 2, from 2022 - 2023: Continuing to launch the Program to mobilize all resources in the society, towards the goal that 100% of pupils and students from poor and near-poor households nationwide will be equipped with computers to conduct online learning.

The program will have other support for localities that are implementing the distancing according to Directive 16/CT-TTg and organize online teaching and learning. Specifically, it will be 100% free to use the published Vietnamese online teaching and learning platforms; 100% free mobile Internet charges when using published Vietnamese online teaching and learning platforms; support packages, information technology infrastructure for online teaching and learning, including: Server, server location, Internet connection to ensure online teaching and learning.

The program will mobilize the overall resources of Ministries, branches and organizations, enterprises and individuals to support pupils and students across the country to be eligible for online learning, ensuring that no student is "left behind", not completing the study program due to the impact of the Covid-19 pandemic.

Speaking at the ceremony, Prime Minister Pham Minh Chinh suggested that the Education branch should make efforts to overcome difficulties in online teaching and learning, and at the same time have solutions to prevent malicious information online. The Prime Minister warmly commended social organizations and enteprises that are ready to support the "Waves and computers for children" program during difficult times due to the Covid-19 pandemic. In addition, he wished that localities would coordinate to launch this program so that students in remote and inaccessible areas have equal access to learning opportunities, and convey this message of profound humanistic meaning. The Prime Minister also suggested that the Ministry of Health soon study a plan to vaccinate children aged 12 and over to create community immunity.

Immediately after the launching ceremony, many organizations, enterprises and People's Committees of provinces and cities donated and supported for the "Waves and computers for children" program more than 1 million computers with a value of up to tens of thousands of billion dong.

About 70,000 students in Binh Duong do not have computers for online learning

As reported by the Ministry of Education and Training, up to this point, the entire country has 26/63 provinces and cities that are organizing students to learn online. In which, there are some provinces that only learn online in some regions, there are provinces that do not implement distancing themselves but are at high risk still organize online learning. An estimated 7.35 million students at all levels are learning online. The number of students who do not have computers for online learning and need support in the 26 provinces and cities mentioned above is estimated at 1.5 million students.

In Binh Duong, according to the province's plan, in the 2021-2022 school year, schools in the province will organize online teaching and learning in September and October to prevent and control the pandemic. On September 15, 2021, the opening of school year will be held by online form. However, according to statistics, there are about 70,000 students in the province who do not have computers to learn online.

Ms. Nguyen Thi Nhat Hang - Director of the Department of Education and Training said that the pandemic caused many families to fall into difficulties. In the new school year, parents who are workers and employees are both worried about food and worried about children's learning. Many families cannot afford computers and smartphones for their children to learn online.

To overcome the above difficulties, the Education and Training branch has launched officials, civil servants and public employees in the entire branch to donate 1 day's salary to support the purchase of computers for disadvantaged students in the province. The Department has also sent a letter calling on agencies, organizations and sponsors to join hands to support online learning equipment for students. There is already initial support from the units. After the opening ceremony, the Department continues to call for another round to have more equipment for students.

In addition, the Department also works with Internet providers to upgrade transmission lines in areas with many boarding houses, crowded with workers and employees.

Faced with the above situation, Mr. Nguyen Loc Ha - Vice Chairman of the Provincial People's Committee asked the Provincial Education and Training branch to quickly develop a plan to launch the "Waves and computers for children" program in the province. At the same time, collaborating with the Provincial Committee of the Vietnam Fatherland Front, to mobilize enterprises and philanthropists to support the program so that students can soon have computers for online learning. The Department of Information and Communications coordinates with telecommunications enteprisess to ensure transmission lines for teaching and learning, especially for students who are in quarantine, lockdown, remote and inaccessible areas in the province; deploy support packages on charges and telecommunications services for students during online learning.

It is known that VNPT Binh Duong has sponsored 50 sets of tablets with SIM data to use for 1 year for disadvantaged students in the province with a total value of about 200 million VND.
