​The Department of Transport presides over the development of inspection contents and inspection procedures at pandemic checkpoints from the provincial to district and commune levels to ensure the safety of pandemic prevention and control, traffic order and safety, and facilitate the transportation of goods; proactively review to promptly advise on the abolition of inappropriate regulations. At the same time, coordinating with the Department of Health, People's Committees of districts, towns and cities to arrange SARS-COV-2 rapid testing sites for drivers, crew members, people loading and unloading goods at pandemic checkpoints, ports, wharfs, and inland waterway transport hubs, avoiding traffic congestion and large gatherings to reduce the risk of pandemic transmission.

 Provincial police presides over, and coordinates in unifying the grant of circulation certificates (forms, subjects, etc.); implements inspection contents and inspection procedures at pandemic checkpoints from provincial to district and commune levels. Requesting functional forces at pandemic checkpoints to scan QR Codes with smartphones or specialized devices to quickly inspect and ensure quick circulation of vehicles with valid QR Code ID certificates. In case the vehicle does not have a QR Code ID certificate, or has it but the time limit has expired, the health declaration and certificate of SARS-COV-2 test result for the person(s) on the vehicle will be inspected.

The Department of Information and Communications, Binh Duong Newspaper, Binh Duong Television and Radio Station strengthen the dissemination and complete and timely information to people and enterprises about the content required to inspect for Covid-19 prevention and control for persons participating in traffic.

Chairmen of People's Committee cum Heads of Traffic Safety Committee of districts, towns and cities direct the implementation of inspection contents and inspection procedures at pandemic checkpoints; have appropriate plans to create favorable conditions for people and enterprises to harvest and transport agricultural products; ensure the circulation and distribution of goods, medical equipment for the pandemic prevention and control, food and foodstuffs for the people's lives, raw materials for production and export goods. At the same time, organizing goods gathering points for transportation and delivery of goods, agricultural products, necessities serving people's life and production in the lockdown area to ensure safety against pandemic.
