Binh Duong arranges Checkpoints to quarters and hamlets to tighten the implementation of Directive 16

​PORTAL - Binh Duong Provincial Steering Committee for Covid-19 Prevention and Control promulgates a Plan for organization and operation of checkpoints to prevent and control the Covid-19 pandemic (referred to as Checkpoints).

Accordingly, on the basis of the transport network connecting Binh Duong with Ho Chi Minh City and neighboring provinces such as: Binh Phuoc, Tay Ninh, Dong Nai, the province has arranged 65 key checkpoints: in which: 33 main checkpoints (inter-provincial) at the gateways of the province, on the arterial roads in and out of Binh Duong province and 32 sub-checkpoints (intra-district, inter-district) at the gateways of provinces and districts, towns and cities on inter-district provincial roads and people's roads.

In addition, in order to tighten the implementation of social distancing in accordance with Directive 16 of the Prime Minister, the People's Committees of districts, towns and cities are responsible for directing the arrangement of 776 lockdown checkpoints in pandemic areas; reviewing and establishing about 2,680 new checkpoints in 91 communes, wards and towns and 536 quarters, hamlets to control people and vehicles entering and leaving the area.

The task of the checkpoints is to closely inspect and control people, vehicles and objects with suspicious signs and expressions, at risk of carrying Covid-19 pandemic for timely detection and medical treatment of people, items, animals, plants, goods, vehicles, etc. suspected of being infected with Covid-19, not to spread or infect the community; promptly detect and strictly handle individuals and organizations that violate regulations on pandemic prevention and control and regulations on social distancing according to Directive 16 of the Prime Minister. At the same time, organizing traffic directional distribution, creating favorable conditions for the transportation of goods, food, foodstuffs, materials, essential necessities, etc. in order to ensure sufficient supply for production and business activities and consumer demand of the people.

Operation motto: Deploying and establishing checkpoints to quarters and hamlets to tighten social distancing in accordance with Directive No. 16. Resolutely not to "tighten the outside, loose the inside" in the lockdown and quarantine areas. Taking propaganda, advocacy and persuasion as the main; resolutely handling (including criminal handling) cases of non-observance or opposition to the implementation of regulations and measures for Covid-19 prevention and control; resolutely handling not to let people, vehicles, goods, etc. carry the Covid-19 pandemic to spread and infect the community.

Each main checkpoint must arrange at least 09 officials from the police and military forces, medical volunteers, traffic inspectors, and market managers. Each sub-checkpoint must arrange at least 07 officials from the police and military forces, medical volunteers.

For checkpoints in inter-communes, quarters, hamlets, People's Committees of districts, towns and cities are responsible for mobilizing all resources at the grassroots, arranging at least 03 people at each checkpoint to ensure the performance of inspection and control tasks.

The checkpoints are available 24/24 hours (day and night).​

The checkpoints perform medical checks to prevent and control the Covid-19 pandemic for all people and vehicles participating in intra-provincial traffic and transiting through the province in the spirit of Directive 16 and Official dispatch no. 3300/UBND-VX dated July 18, 2021 of the Provincial People's Committee with corresponding measures to control people and vehicles, ensuring closeness, suitability, synchronization and consistency among localities; in which the following scenarios should be noted:    

Scenario 1: Detecting passenger vehicles carrying many people through the checkpoints and stations

The police force signals to stop the vehicle and notifies the driver to comply with regulations on health inspection and pandemic prevention and control.

Inspecting vehicle owner, passengers, identity documents and related certificates on Covid-19 prevention and control.

Propagating, reminding and requesting strict compliance with regulations on wearing masks, the number of passengers, the minimum distance between passengers on the vehicle, the disinfectant solution on the vehicle, etc. as prescribed. In case of detecting the vehicle and people that do not comply with regulations on pandemic prevention and control, then making a record and handling according to regulations; resolutely handling cases of opposition during the inspection process.

Scenario 2: Through stopping, inspecting people and vehicles, detecting passengers with high fever (over 38 degrees)

Organizing medical treatment, taking the passenger with fever off the vehicle, into a convenient location for quick checking, examination and inspection of Covid-19.

Identifying signs of the person infected with Covid-19, exploiting medical information, epidemiology, travel schedule, people who have been in contact.  

Inspecting, quickly exploiting information about health declaration and epidemiology of all people traveling in the vehicle. If identifying that the person with fever shows signs of Covid-19 infection, has a schedule of traveling through pandemic areas, contacting people infected, suspected of being infected with Covid-19 before, notifying the local health agency to coordinate in handling and sending suspected person of infection for treatment, taking all passengers to concentrated quarantine, disinfecting the vehicle, the area of checkpoint, station.  

Scenario 3: Detecting subjects who commit illegal acts (illegal entry, escape from quarantine, robbery, snatching, drug transportation, racing, etc.) move through the checkpoint

The Police force signals to stop the vehicle; inspects identity papers, documents related to pandemic prevention and control (Certificate of locality, agency, unit, enterprise, negative test certificate, etc.).

When clearly identifying cases of law violation, the forces coordinate to keep people, make a record and notify relevant units and localities to receive and handle them according to their competence.

In case the subjects oppose, run away, the forces deploy forces to prevent, coordinate in the pursuit and coercion to bring them to the checkpoints to make a handover record for relevant units and localities to receive and handle according to their competence.

Scenario 4: Violators commit acts of non-cooperation, provocation or opposition to forces on duty; filming, taking pictures, disrupting security and order at the checkpoints

Mobilizing and persuading subjects to cooperate and comply with regulations on the Covid-19 prevention and control for the common benefit of the whole society

In case the subjects are recalcitrant, inactive, and commit extreme acts against the forces on duty, quickly deploying the force to suppress, arrest and bring to the Police headquarters for handling in accordance with law.

The implementation process must ensure pandemic prevention measures; filming to make documents, evidence to handle the subjects and serve the propaganda and fight against.

In addition, in the course of performing their duties, officials on duty at the checkpoints need to base on actual situations arising to handle flexibly and appropriately, ensuring legal requirements and Covid-19 prevention and control in the area.
