Developing e-commerce in Binh Duong province in the period of 2021-2025

​PORTAL – The Provincial People's Committee promulgates a Plan to develop e-commerce (EC) in Binh Duong province in the period of 2021 - 2025.

Accordingly, by 2025, Binh Duong strives to achieve a number of goals on the scale of the EC market: B2C EC sales (for both online consumer goods and services) accounts for 10% of the total retail sales of consumer goods and services in the province; in which, the annual growth rate is stable at an increase of 15% - 20%/year; striving for the percentage of population participating in online shopping to reach 35%.

Regarding the infrastructure of ancillary services for EC: Non-cash payment in EC reaches 50%; in which, payment made through payment intermediary service providers accounts for 80%; 70% of purchases on EC websites/apps have e-invoices, etc.

Regarding EC application in enterprises: 80% of EC websites have integrated online ordering function; over 50% of enterprises supplying safe agricultural products and food participate in the model of traceability of vegetables, tubers and fruits; supporting 100% of OCOP products, traditional goods, craft villages, provincial specialties to be displayed and sold on Binh Duong EC platform and some other popular EC platforms; 50% of small and medium-sized enterprises conduct business on EC Exchanges, including social networks with EC Exchange function, etc.

Regarding human resource development for EC: 50% of higher education and vocational education institutions conduct training on EC; striving to have 10,000 turns of state managers, traders, students, and pupils participate in propaganda and dissemination programs, conferences, seminars, training, skill fostering on EC and online sales service, etc.

The Department of Industry and Trade cooperates with relevant agencies and units to review and perfect mechanisms and policies to meet the needs of EC development in the context of the 4.0 technology revolution; develop human resources for EC; improve State management capacity, strengthen the fight against commercial frauds, infringement of intellectual property rights and unfair competition in EC; strengthen cooperation between localities and professional social organizations (associations, unions) in EC management and development; organize survey, research and learning delegations from regions, countries, provinces and cities with developed EC market.

Besides, propagating and training EC knowledge skills for organizations, individuals and consumers in order to encourage and attract all economic sectors to participate and exploit EC apps; supporting enterprises to apply secure payment solutions in EC transactions and encouraging people and enterprises to respond to use; studying and considering the application of an Online Dispute Resolution (ODR) system to enhance the protection of consumers' interests in EC, create consumer confidence, promote the development of cross-border EC, especially for small and medium-sized enterprises.

At the same time, strengthening the capacity of infrastructure systems and supporting services for EC; promoting EC application to support key export industries, expand consumption for domestic goods and boost EC development in localities.
