PAR index increases dramatically, ranking 1st in the Southern region
It can be said that in 2020, the PAR in the province continued to receive close attention and direction. The newly announced results clearly show the unified and thorough leadership and direction of the Party executive committees and authorities at all levels, and the cooperation, consensus and efforts of units and localities in the province.
Over the past time, branches and levels have always considered PAR as a key and central task in management and administration. The implementation, inspection, supervision, and urging the implementation of PAR goals and tasks according to the Programs and Plans of the Central and local governments are always given top priority. The efficiency of PAR is a measure to assess the completion of tasks of cadres, civil servants and public employees (CS&PE), thereby creating a strong change in PAR from provincial to commune level.
In 2020 and the first 6 months of 2021, despite experiencing many fluctuations due to the impact of the Covid-19 pandemic, Binh Duong is still a bright spot in terms of socio-economic development and investment attraction. The above achievements have an important contribution of PAR activities.
People come to handle administrative procedures more conveniently and quickly
According to the announced results, in 2020, the PAR Index of Binh Duong province reached 86.93/100 points, up 4.63 points compared to 2019. In which, the appraisal score reached 55.48/65 points, up 5.72 points compared to 2019; leadership and management survey score reached 20.27 points, up 1.91 points; score for assessing the impact of PAR on socio-economic development reached 11.18 points. Overall, Binh Duong province ranked 4th out of 63 provinces and cities in the country, up 4.63 points and up 14 places on the rankings and ranked 1st in the Southern provinces and cities.
Further analysis, it can be seen that the PAR Index of Binh Duong province in 2020 improved greatly, increasing steadily in all areas from scores to positions on the rankings. Specifically, there was an increase of 6/7 of the component indexes compared to 2019, notably the Component Index of Construction and improving the quality of CS&PE increased by 37 ranks; the Component index of Administrative apparatus reform increased by 36 places; the Component index of Building and implementing legal documents increased by 28 places compared to 2019, etc.

Overall, the success of the province's PAR in 2020 is due to many factors, from the direction and administration of the Provincial Party Committee and the Provincial People's Committee in performing PAR tasks, to the propaganda work, raising the awareness and responsibility of the contingent of CS&PE and all classes of people; thereby, creating consensus in society and contributing to building a modern, friendly, transparent and efficient administration.
With a spirit of great determination, all levels and branches in Binh Duong have implemented a series of solutions to improve and raise the PAR Index 2020. At the same time, the Provincial People's Committee has drastically directed branches and localities to emulate to find solutions, initiatives, good practices in implementing PAR tasks to apply in practice, contributing to improving the quality of PAR.
An important factor that helps Binh Duong to lead the Southern region in the PAR Index 2020 is to focus on "improving the quality" of CS&PE. That is reflected in the results of the Component Index on Building and improving the quality of CS&PE in 2020 of Binh Duong increased by 37 places and the Component index of Administrative apparatus reform increased by 36 places compared to 2019.

In addition, from the practice of PAR in the province, it shows that focusing on strengthening the role of Party executive committees and authorities at all levels in directing and implementing PAR, especially the roles and responsibilities of the head of each agency, unit, and locality had a positive impact on the PAR Index in 2020 to achieve a high ranking. In which, the most prominent are solutions to arrange organizational apparatus to be streamline, efficient and effective in association with build a contingent of qualified, capable and reputable CS&PE on par with their duties.
The province has drastically focused on solutions to improve the quality of CS&PE, improve methods, working styles as well as the awareness, sense of responsibility of CS&PE; always appreciates the factors of competence, professional qualifications and especially the style and ethics of CS&PE; always takes the human factor as the focus along with the application of information technology to promote PAR and create a driving force for development.
In 2020, the province has directed the recruitment and exam for rank promotion of civil servants and grade promotion of public employees according to the principle of competition to select people with sufficient qualities, qualifications and capacity to meet the requirements of each work position and supplement the contingent of civil servants of the province. Thousands of CS&PE were sent for training and fostering in professional expertise, political theory, skills and content. Training and fostering programs are always renewed; focus on training and fostering skills to perform professional tasks. Along with that is implementing many solutions to carry out the model of "Friendly government and offices", creating many changes in the awareness and actions of serving the people of CS&PE; creating a foundation to build a contingent of dedicated and professional officials, serving the interests of people and enterprises.

Mr. Ly Van Dep - Deputy Director of the Department of Home Affairs said that PAR starts from the human factor. He emphasized, the core issue of the reform is to improve the civil service responsibility of CS&PE; must build a contingent of CS&PE with high professionalism, sufficient qualifications and skills to implement administrative decisions and with professional sense of duty in performing official duties. When the contingent of CS&PE have good expertise and ethics, the review and reduction of administrative procedures, the promotion of application of information technology to solve online public services at levels 3 and 4 and aimed at serving the interests of people and enterprises will be effectively implemented.
