Specifically: Street vendors; retail traders on the roadside with no fixed point; garbage and scrap collectors; porters; people transporting goods by means of two-wheeled motorbikes and other vehicles weighing 500 kgs or less; two-wheeled passenger motorcyclists; mobile lottery ticket sellers; freelance manual workers in the field of construction; people self-employing or working at household enterprises in the fields of accommodation, catering, tourism, health care (including security); people doing jobs in a number of fields and industries must temporarily suspend operations under the direction of the Provincial People's Committee in Official Dispatch no. 1954/UBND-VX dated May 10, 2021; other subjects must temporarily suspend their work at the request of competent state agencies to prevent and control the Covid-19 pandemic.
It is applied to localities in the province that are under lockdown according to regulations of state agencies and localities during the implementation of social distancing according to Directive no. 15/CT-TTg dated March 27, 2020 and Directive no. 16/CT-TTg dated March 31, 2020 of the Prime Minister.
At the same time, it is applied on a province-wide scale for mobile lottery ticket sellers and a number of fields and industries that must temporarily suspend operations under the direction of the Provincial People's Committee in Official Dispatch no. 1954/UBND-VX dated May 10, 2021.
Freelance workers are supported when they meet the following conditions: Losing their jobs during the implementation of social distancing under the direction of the Provincial People's Committee and the District People's Committee; currently residing legally in Binh Duong province in accordance with the Law on Residence.
Principles of support: Ensuring timely, right subjects, publicity, transparency, not to take advantage of, profiteer policies. Creating favorable conditions for the subjects to easily access the policy. Ensuring feasibility, efficiency and resources for implementation. Each subject is only entitled to one time in cash in a support policy, not supporting those who voluntarily do not participate. In case a beneficiary of many policies is entitled to choose the highest policy.
At the same time, promoting the initiative of all levels, branches and localities, based on specific conditions to flexibly deploy, ensure objectives, principles and timeliness.
The implementation period is until the end of December 31, 2021.
