Instructions to quarantine at home for low-risk F1

​PORTAL - The Provincial Steering Committee for Covid-19 Prevention and Control has instructed to quarantine at home for low-risk F1 cases.

Accordingly, it is recommended that each ward and commune organize a pilot home quarantine for low-risk F1 cases with at least 02-05 households, to learn from experience, ready to deploy on a large scale when overloading concentrated quarantine areas.

Low-risk F1 are cases with clearly defined level of limited contact with F0: short contact time, contact distance more than 2m, infrequent contact, etc.

The home quarantine of F1 must ensure the requirements of facilities and equipment for the quarantined person, housemates, health staff, People's Committees of communes, wards and towns under the guidance of the Ministry of Health in Official dispatch no. 5152/BYT-MT dated June 27, 2021.

Requirements for facilities and equipment

- Be a separate house (villa house, adjacent house and independent house).

- There is a warning sign in front of the house with red background and yellow letters: "MEDICAL QUARANTINE LOCATION FOR COVID-19 PREVENTION AND CONTROL".

- Must have a separate quarantine room, self-contained and separate from the family's living area. If the house has many floors, use a separate floor to implement medical quarantine.   

- Next to the medical quarantine room, there must be a separate room for medical staff to conduct medical examination, take samples, and monitor health (arrange tables, chairs, hand sanitizer containing at least 60% alcohol, infectious waste container, domestic waste container).

- The quarantine room must meet the following requirements:

+ Must be self-contained, have separate a toilet and bathroom, have enough personal hygiene tools, hand soap, clean water, hand sanitizer containing at least 60% alcohol (referred to as hand sanitizer). There is a personal thermometer in the room.

+ In the quarantine room, there is a yellow waste container with a lid; open by foot pedal, lined with yellow bag for infectious waste (mask, towel, tissue paper), labeled “WASTE POTENTIALLY CONTAINING SARS-CoV-2” (referred to as infectious waste container); domestic waste container, with lid, opened by foot pedal and lined with blue bag (referred to as domestic waste container).  

+ Do not use air conditioner in the quarantine room; ensure ventilation, the best is to open the window often.

+ Include a washing machine or a bucket or basin of clothes for the quarantined person to wash themselves.

+ Include broom, mop, cleaning cloth, 02 buckets and disinfectant solution or normal detergent for the quarantined person to clean and disinfect the room themselves. The quarantine room must be cleaned and disinfected daily.

- Must have adequate personal protective equipment to prevent and control infection (medical mask, medical gloves, shoes, goggles, pants, shirts) for family members to use when they are forced to come into close contact with the quarantined person.

- Arrange a table in front of the door of the quarantine room to provide separate meals, drinking water and other necessities for quarantined person. It is strictly forbidden to bring utensils, supplies of the quarantined person out of the house.

Requirements for people in medical quarantine at home

- Strictly abide by the regulations and the time of medical quarantine at home; have a commitment to the local government.

- Do not leave the quarantine room during the quarantine period (except for force majeure such as natural disaster, fire, emergency, etc.), do not contact family members as well as other people. Do not contact with pets.

- Be provided with separate meals.

- Always implement the 5K Message and the pandemic prevention and control measures as prescribed.

- Install, enable and do daily health declaration on VHD or Bluezone app during the quarantine period.

- Self-measure body temperature, monitor health and update daily on VHD or Bluezone app. In case a smartphone is not available, the medical staff must be informed daily by phone number provided. Especially when there are suspicious symptoms such as cough, fever, sore throat, shortness of breath, it must update immediately on the VHD or Bluezone app and immediately notify the medical staff. In case it is not possible to measure body temperature by themselves, medical staff or caregiver (if any) will measure the quarantined person.

- Do not share personal items such as bowls, chopsticks, spoons, cups, toothbrushes, face towels with others.

- Daily self-implement cleaning and disinfection measures at the living place.

- Daily put masks, tissue papers into a waste bag, then spray 70-degree alcohol to disinfect and fasten the mouth of the bag, then put it in the infectious waste container in the quarantined person's room.

- Ordinary wastes are put in the household waste container, tightly tied and placed in front of the room door for daily collection.

- After the quarantine period is over, the quarantined person must continue to self-monitor at home according to regulations.

- Must be sampled to test for SARS-CoV-2 at least 5 times on the 1st, 7th, 14th, 20th and 28th days since the start of quarantine.

Requirements for housemates

- Have a commitment with the local government and jointly sign the commitment with caregiver, support person of quarantined person.

- Do not let the elderly and people with underlying medical conditions need medical care stay in the same house with the quarantined person. If possible, the best is to move all housemates who are not subject to quarantine to another home/separate area. If they do not move to another home/separate area, the people living in the same house with the quarantined person must not have contact with people around, not go out unnecessarily, and must fully record all contact points during the time there is a quarantined person at home.

- If the F1 case is a child or a weak elderly person with an underlying medical condition that needs a caregiver and support person, it is allowed to arrange a caregiver, support person to quarantine with and ensure measures to prevent and control the pandemic. The caregiver, support person of quarantined person must have a commitment to local government.

- Do not contact with quarantined person.

- Daily provide meals, drinking water and other essential necessities for quarantined person.

- Immediately notify medical staff when the quarantined person voluntarily leaves the house or has symptoms of suspected illness such as cough, fever, sore throat, shortness of breath.

- Daily collect domestic waste of quarantined person.

- Do not allow other people to enter the house during the period of medical quarantine (except for people living in the same house, medical staff and people with authority to supervise medical quarantine).  

- Self-monitor the health. When there are suspected symptoms such as cough, fever, sore throat, shortness of breath, it must immediately notify the medical staff. Limit leaving the house, implement the 5K Message of the Ministry of Health.

- Daily perform house cleaning and disinfection.

- Take samples for SARS-CoV-2 testing with a pooled sample for all people living in the same house 05 times on the 1st, 7th, 14th, 20th and 28th days since the quarantined person starts quarantine (except for people living in the same house who have moved to another place).

- In case there is a caregiver, support person of the quarantined person, the caregiver or support person will take samples for SARS-CoV-2 testing according to the same time and number of tests as the quarantined person.

Requirements for medical staff

- Daily receive information and check the health status of quarantined person; caregiver and support person of quarantined person. Support the quarantined person to measure his/her body temperature if the quarantined person cannot measure it him/herself. Daily record supervision results on health monitoring sheet.

- Take samples to test for SARS-CoV-2 for the quarantined person, caregiver, support person and housemates according to regulations.

- Instruct the quarantined person, caregiver, support person and housemates to collect waste.

- Immediately report to higher-level health care and local government when the quarantined person, caregiver, support person and housemates show signs of illness such as fever, cough, shortness of breath and other health symptoms.

- If the quarantined person, caregiver, support person and housemates have positive test results, they will be handled according to regulations.

Requirements for People's Committees of communes, wards and towns

- People's Committees of communes and wards only allow home quarantine after inspecting and confirming that they are eligible for home quarantine.

- Provide the quarantined person and housemates with information (full name, phone number) of medical staff responsible for health monitoring to contact.

- Organize the management, supervision and strict implementation of medical quarantine at home; medical supervision of quarantined person during the quarantine period and after the end of quarantine.

- Request housemates of the quarantined person not to come into contact with people around, not to go out unnecessarily, and to fully record contact points during the time there is a quarantined person at home.

- Organize the collection and transport of infectious medical waste for treatment according to regulations.
