Binh Duong: Strictly implementing Directive 16, taking advantage of the "golden time" to quell the pandemic

​PORTAL - On the morning of July 12, at the Administrative Center of Binh Duong province, Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired a meeting to listen to a report on the implementation of Covid-19 prevention and control and production and business situation of enterprises located in the area.

Attending were Mr. Nguyen Hoang Thao - Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, Vice Chairmen of Provincial People's Committee and leaders of relevant departments and branches.

Production and business achieves positive results

As reported, the first case of Covid-19 in the community appeared in Binh Duong on January 31, 2021, accumulated so far, there have been 1,506 community transmission cases. Particularly in the 4th pandemic wave, as of July 11, 2021, the province recorded 1,500 cases in the community in 9/9 districts, towns and cities, 02 deaths; including 772 cases in 48 companies inside and outside the industrial park. 7,230 F1 cases and more than 22,303 F2 cases were traced; more than 57,255 samples with about 150,000 people were tested.​

From June 14, 2021 up to now, the pandemic has appeared in many companies interspersed with boarding houses crowded with workers; these cases were detected in 46 outbreaks, the chain of infection originated from Ho Chi Minh City with the India variant, of which 4 outbreaks have been controlled; 42 outbreaks have not been controlled, 20 outbreaks in the province, 10 secondary outbreaks originating from outbreaks in Ho Chi Minh City and 12 outbreaks of unknown origin through rapid testing at medical facilities.

 

Overview of the meeting

Although the Covid 19 pandemic is very complicated, the situation of business development and investment attraction in the province has achieved very positive results. In the first 6 months of 2021, operating enterprises registered to increase capital by 1.3 times of newly registered capital and enterprises registered for additional capital in investment projects to increase by 1.8 times of newly registered capital.

By June 30, 2021, Binh Duong had attracted 56,337 billion VND of registered capital for business (up 76% over the same period in 2020). In which, there were 3,428 newly established enterprises and 638 enterprises with capital increase. Accumulating up to now, the province has 52,117 enterprises registered to operate with a registered capital of 495,703 billion VND. Binh Duong continues to rank third in the country (after Ho Chi Minh City and Hanoi) in terms of the number of newly established enterprises as well as accumulated registered enterprises.

Attracting foreign direct investment (FDI) was 1.41 billion USD (reaching 78.3% of the plan and increasing 46% over the same period). Accumulating up to now, the province has 3,982 FDI projects with a total registered capital of 36.79 billion USD, ranking second in the country after Ho Chi Minh City.

In the past 6 months, the whole province had 2,614 new enterprises put into operation, up 26.5% over the same period. However, there were also 794 enterprises that registered to suspend their business, up 50.4% over the same period. The number of enterprises returning to operation ahead of schedule was 91 enterprises, an increase of 60% over the same period.

According to Mr. Mai Hung Dung – Permanent Vice Chairman of the Provincial People's Committee, the production and business situation of enterprises in the province is very good compared to the general context of the Region and the whole country, steadily increasing in all fields from 13-15%. It is noteworthy that with nearly 70% of the number of existing enterprises in the field of favorable industrial production, this has brought the province's economic growth significantly higher than the same period in the first 6 months of 2020 and the highest among provinces and cities in the Southern Key Economic Region.

Solving difficulties

Currently, Binh Duong has 29 industrial parks with 50,000 enterprises, more than 1.2 million employees from many provinces and cities. Many boarding houses are interspersed with factories and enterprises. Moreover, the province is a locality adjacent to Ho Chi Minh City and 03 neighboring provinces (Dong Nai, Binh Phuoc, Tay Ninh), with a lot of people commuting, trading daily, especially workers and employees working in industrial parks in the province, so the potential risk of invasive pandemic is very large.

Forecasting the situation of production and business in the province facing difficulties due to the impact of the Covid-19 pandemic such as: Many supply chains are disrupted, input material prices increase, labor shortages, and production materials shortages. The enterprises have to downsize operations, reduce staff or even have to suspend operations.

Facing that situation, the Provincial People's Committee continues to drastically direct the prevention, control and response to the development of the pandemic with a higher level of pandemic prevention and control scenario, focusing on solving difficulties, creating all favorable conditions, promoting all production, business, import and export activities of enterprises; ensuring social security, health and life of the people.

 

Taking samples for large-scale screening tests by Realtime-PCR method for 1 million people

The Health branch is organizing to take samples for large-scale screening tests by Realtime-PCR method for 1 million people in the province, in which priority is given to deploying rapid testing at companies and factories and screening by pooled sampling, testing for people living in high-risk areas such as: Workers at boarding houses, people living around the boarding houses, traders in the market, bus stations, etc. Mr. Nguyen Hong Chuong - Director of the Department of Health said that the Health branch can meet the sampling and testing capacity with 450 sampling teams, returning results within 24 hours. The province's centralized quarantine capacity is raised to 20,000 beds and can be expanded to 30,000 beds. It is expected that from July to September 2021, Binh Duong will have 1 million doses of vaccine. The branch can also meet the treatment capacity if it continues to increase the hospital bed capacity. However, Mr. Chuong said, the current problem is still obstacles in the implementation of procurement packages for medical supplies, biological products, test kits.

Mr. Bui Minh Tri - Head of the Provincial Industrial Zones Authority said that the Authority has set up inspection teams for pandemic prevention and control at enterprises, and at the same time, guided the application of information technology to support pandemic control, and mobilized enterprises to implement the plan of 3 on the spot (eating, staying and producing at the factory).

Proposing about the case when a case is detected in an enterprise, Ms. Nguyen Kim Loan - Chairman of the Provincial Labor Confederation said that there should be smooth coordination of authorities at all levels together with the enterprise when detecting a positive case, quickly taking F0 out, to create peace of mind for the enterprise and employees.

Chairman of the Provincial People's Committee Vo Van Minh said that the time when Ho Chi Minh City, Dong Nai and other localities in the province implement social distancing in accordance with Directive 16/CT-TTg of the Prime Minister is the "golden time" for the province to control the pandemic situation. The province has enough resources, the job to do at this time is to quickly "solving difficulties" about the procurement mechanism to provide equipment and biological products for pandemic prevention and control.

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi requested localities to strictly and more closely implement Directive 16 of the Prime Minister. The Police and Army forces must organize patrols, control and sanction violations. Promoting the operational effectiveness of community Covid-19 Groups, Covid-19 Safety Groups in enterprises to organize the investigation, tracing, quarantine and testing of high-risk areas to help detect F0 in the community, lock down neatly. With the goal of ensuring adequate equipment and people for pandemic prevention and control, the Secretary noted, it is necessary to set up specialized teams to advise the Health branch to immediately purchase equipment and biological products. Guiding enterprises to implement the "3 on the spot" plan; continuing to maintain production and business for enterprises that ensure conditions for pandemic prevention and control; suspending production for enterprises that cannot guarantee. At the same time, the Secretary requested the Provincial People's Committee to immediately implement the Government's support policy for those facing difficulties due to the pandemic according to regulations to ensure people's lives.
