Plan to respond to 5 levels of the Covid-19 pandemic in Binh Duong

​PORTAL - The Steering Committee for Covid-19 Prevention and Control issues a Plan to respond to each level of the Covid-19 pandemic.

The plan sets out a Plan to respond to 5 levels with the goal of early detection and thorough quarantine of Covid-19 cases; localizing and timely handling, preventing the pandemic from spreading, minimizing the number of cases and deaths, minimizing the impact of the pandemic on the process of socio-economic development, social order and safety.

Specifically, level 1 (with cases entering the province): Monitoring risk cases to apply quarantine measures, taking samples for testing to detect cases early; implementing measures to localize and thoroughly handle the outbreak when the first case appears, preventing it from spreading.

Level 2 (with 10-30 cases in the community, or the pandemic spreads from 01-02 districts/towns/cities in the province): Comprehensively directing the strengthening of communication activities on pandemic prevention and control; monitoring, detecting, handling outbreaks, quarantining and thoroughly treating Covid-19 cases.

Level 3 (with 30-100 cases in the community or secondary spread in more than 02 districts/towns/cities in the province): Developing and implementing plans and solutions for pandemic prevention and control suitable to local characteristics, focusing and giving priority to high-risk areas and locations such as factories, apartment buildings, high buildings, offices, people's markets, hospitals, traffic hubs. Preparing adequate facilities for prevention, quarantine and treatment; ensuring adequate funding and human resources for pandemic prevention and control under the four on-the-spot motto.

Level 4 (with 100-300 cases in the province): Implementing pandemic prevention and control activities like level 3, and at the same time mobilizing and raising all social forces to participate in activities to respond to pandemic prevention and control. Deploying to ensure essential social services: controlling order and security in the province, ensuring funding, transportation, electricity, telephone, Internet, petrol, energy, food, provisions, clean water, environmental sanitation, especially when there is a state of emergency;  arranging officials on rotational duty, with backup ones to replace when many officials have to leave work due to illness.

Level 5 (with more than 300 cases in the province): Departments, committees and mass organizations strictly follow the direction of the Government, the guidance of the Ministry of Health and relevant Ministries and branches to implement measures to control the pandemic and ensure the continuity of essential services for society and security and order in the area. Strictly deploying the implementation of thorough quarantine at home; thoroughly implementing social measures to reduce infection (restricting travel, banning unauthorized people from entering pandemic areas; temporarily suspending activities such as meetings, rallies, parties, etc.; prohibiting to hold markets, organize price-stabilizing selling points of essential goods according to residential areas; closing schools, keeping students at home; stopping to organize events (sports, festivals, etc.); strictly controlling railway stations, bus stations and ferry terminals; all people must regularly wear masks, avoid contacting with infected people; strengthening measures to disinfect, sterilize, and clean houses, etc.).

In the work of treatment, gathering means, medicines, medical equipment, preparing hospital beds, clinics, treating and arranging professional medical staff on duty 24/24 to organize emergency, providing free medical examination and treatment for infected people and people at risk of being infected. Maintaining the continuous operation of provincial and district hospitals to ensure the continuation of essential health services, including services for vulnerable groups such as children, pregnant women, the elderly and the chronically ill.

Private hospitals arrange 20-50 beds each to receive, manage and treat patients with Covid-19.

The quick response mobile team for Covid-19 prevention and control provides professional and technical support, and mobilizes human resources to focus on localities with severe and complicated pandemic situation.

Setting up additional field hospitals to receive and treat patients in areas with crowded patients, reducing overcrowding at hospitals.

Ensuring the supply of food, water and essential services; giving priority to the transportation of preventive medicines, cure medicines, chemicals for the treatment of pandemic, food, provisions and essential goods to pandemic areas, especially in areas of emergency that must be completely quarantined.

From the 4th outbreak to July 07, 2021, Binh Duong province has recorded 998 cases of Covid-19, the pandemic is now at level 5.
