People's Committee at districts, towns, cities establish a Subcommittee to direct the activities of the community Covid-19 Team (led by 01 leader of the People's Committee as Head of the Sub-Committee) and build a plan on deploying to supervise the completion before July 10, 2021. Direct communes, wards, towns to urgently check, immediately establish, and consolidate the operation model of the community Covid-19 Team in accordance with the requirements of this Directive and the guidance of the Department of Health; thoroughly grasp the responsibilities of the community Covid-19 Teams in residential areas, hostels, residential groups, hamlets and quarters, in combination with guiding the activities of the groups in the area to ensure consistency.
The People's Committees of communes, wards and towns develop an action plan of the community Covid Teams, decide to establish community Covid teams in accordance with the functions and tasks of the team, the size of each community Covid team consists of 3-4 people including: staff of groups, hamlets, quarters, socio-political organizations, mass organizations, volunteers in residential areas, innkeepers (depending on actual conditions, each team is in charge of up to 50 households and assign a specific list of households to each member).
At the same time, check and immediately establish Covid-19 Safety Teams ( Covid-19 Prevention and Control Teams in production and business) in every enterprises inside and outside the industrial parks, supermarkets, malls, convenience stores, traditional markets (short for enterprises) in the localities, ensure 100% of enterprises have the supervision of Covid-19 Safety Teams before July 10, 2021.
Request Directors, employers of factories, companies, production facilities, enterprises to build an operation plan of Covid-19 Safety Teams, decide to establish Covid-19 Safety Teams in accordance with functions, responsibilities of them, including assigning particular tasks for each member. Each workshop, production line, production team and working position needs to establish at least 01 Covid-19 Safety Team working part-time. In case the production team has a large number of labors, it is recommended to establish many Covid-19 Safety Teams. Each team consists of 2-3 people including managers of teams, groups; trade union representatives, workers, laborers directly working at the production site, with a high sense of responsibility, exemplar, good reputation or those who are safety and sanitation workers at the facility. At best, each team is in charge of about 50 workers. Encourage Directors and employers to consider having forms of fostering, material support, reward and encouragement in a timely manner in order to encourage the Covid-19 Safety Team at the enterprise to operate actively and effectively.
