​Accordingly, departments, agencies, sector, People's Committees of districts, towns, cities, Steering Committee for the Prevention and Control of Covid-19 continue to grasp and perform the directive documents of the Prime Minister, Ministries, Central sectors, Provincial Party Committee, Provincial People's Committee related to the prevention and control of the Covid-19 epidemic in order to quickly control the disease, perform "succeed in dual goals".

Localities must strictly implement the cessation of non-essential activities as prescribed in Directive No. 10/CT-UBND, paying special attention to strictly managing activities with high risk of infection (restaurants, factories, workshops, spontaneous markets, funerals, weddings, karaoke, drugs, pawnshops, interest loans, religious activities, hostels etc.); At the same time, it is required that residents, especially workers working in enterprises and industrial parks must limit moving out of their places of residence and work and only move out of the area when absolutely necessary.

For localities: Bau Bang, Bac Tan Uyen, Dau Tieng, Phu Giao districts, where no Covid-19 cases have been detected, the People's Committees of these localities are assigned to follow the regulations on epidemic prevention and control and forecast the situation of risk of epidemic outbreaks to proactively and promptly propose flexible and appropriate solutions to maintain and prevent the epidemic from spreading from other localities of the province and localities outside the province into the area under their control.

For localities: Thu Dau Mot City, Di An, Thuan An, Tan Uyen Town, Ben Cat, assign the People's Committees of these localities to tighten the management according to the directives of Provincial People's Committee and lockdown, social distancing regulations prescribed with the motto that once management is applied, it must be strictly done; at the same time, propose particular and suitable measures to not let objects with high risks of being infected visit other localities of the province and other localities outside the province.

The People's Committees of districts, towns and cities urgently base on the "Regulation on risk assessment and corresponding administrative measures in the prevention and control of the Covid-19 epidemic", closely grasp the situation, actively update information epidemiological information, organize risk assessment and forecast epidemic situation in the locality by district and commune levels no later than July 4, 2021; strictly implement epidemic prevention and control measures corresponding to the risk levels of each locality.

The Department of Health summarizes, organizes the provincial risk assessment before June 05, 2021, and counsels Binh Duong People's Committee about the measures to prevent and control the epidemic relevant to risk levels. In case measures at "Extremely High Risk" are applied throughout the whole province, counsel Binh Duong People's Committee to report to the Prime Minister to direct relevant localities, ministries and sectors to coordinate.

Along with that, People's Committees of districts, towns, and cities provide information for the Department of Information and Communications to update risk assessment information of every localities in the map of preventing and controlling the epidemic in the province.

At the same time, coordinate with sectors and localities to urgently advise the Provincial People's Committee to set up 100 groups/unions to inspect, guide and evaluate safety in epidemic prevention and control for industrial parks and other major enterprises outside the industrial parks. Request within 05 days to complete the instructions, assess the safety for enterprises and re-inspect once a week to correct the epidemic prevention and control at enterprises inside and outside the industrial parks. Organize pilot implementation of enterprises self-conducting Covid-19 rapid tests for workers; consider mandatory or encourage enterprises to pay for the cost of buying rapid tests and testing for employees once a week during the epidemic.

Binh Duong Industrial Zones Authority and relevant agencies, units immediately carry out for enterprises inside and outside the industrial parks to strictly perform "Instructing plans for epidemic prevention and control when there is a case of Covid-19 at production, business establishments, industrial parks", require the formation of Covid-19 safety team in enterprises; propose enterprises to consider arranging at least 20%-50% workers to work and live at the companies to ensure efficiency of production, avoid breaking the production chain when F0 cases occur in an enterprise.

Simultaneously, urgently coordinate with the Department of Information and Communications and the Department of Health to make a list of workers at enterprises inside and outside the Industrial Park to serve the epidemic prevention and control work before July 05, 2021; provide tools, ask businesses to update timely fluctuations.

Provincial Public Security, Department of Transport regulate traffic during peak hours to avoid congestion in industrial parks.

For medical quarantine, the Provincial Military Command urgently completes concentrated isolation plan in each area with the scale of 20,000 people and increases to 30,000 people when demands occur; be responsible for operating the whole management of quarantine zones. Health units take responsibilities to implement the tasks of medical expertise and prevention of cross-infection in the quarantine zones.

The Department of Health and the Provincial Center for Disease Control proposes to pilot F1 isolation at home, at businesses/business dormitories to be ready to apply when the epidemic spreads on a large scale. Coordinate with the Department of Information and Communications to edit, come up with and use the management software for concentrated quarantine areas transferred by the Ministry of Health throughout the province.

In addition, strengthen the understanding of the motto "04 on the spot", especially the capacity and organization of testing; carry out screening tests in the community, especially in health facilities, markets, bus stations and crowded places and facilities. Immediately develop a large-scale testing plan (with a scale of 01 million people) to ensure the focus, suitability to the current outbreak of the epidemic in each region. As soon as the test results are available, must immediately inform the relevant localities to organize tracing. In the immediate future, organize 02 independent samples for sampling and testing: 01 for tracing, isolation and anti-epidemic zone, 01 for risk screening in high-risk areas and localities. Review Covid-19 testing capacity in the province, ensure that by July 3, 2021, 100% of samples are tested within 24 hours.

The Department of Finance researches, advises and implements according to its competence to allow testing service units to test for businesses and citizens and publicly list Covid-19 test prices.

For treatment, the Department of Health coordinates with relevant agencies and units to immediately put into operation a 200-bed Covid-19 treatment facility; urgently propose to expand more Covid-19 treatment facilities at the Sports Training Center to meet the treatment requirements to a scale of over 1,000 beds; review equipment for treatment to promptly replenish in case of large-scale outbreaks etc.
