Accordingly, in the first 6 months of 2021, Binh Duong People's Committee has promptly implemented Decision No. 1149/QDD-BNV dated December 30, 2020 of the Ministry of Home Affairs approving the Project "Determining the PAR index of ministries, ministerial-level agencies, People's Committees of municipalities"; Decision No. 17/QD-BNV dated January 7, 2021 of the Ministry of Home Affairs promulgating the Implementation Plan of the Scheme to determine the 2020 PAR Index. In parallel, Binh Duong People's Committee issued Decision No. 3603/QD- UBND dated November 30, 2020 approving the Scheme to determine the PAR Index of departments, agencies and sectors; People's Committees of districts, towns and cities; People's Committees of communes, wards and towns in Binh Duong province. Currently, the conference is being prepared for the announcement of the whole province.
Binh Duong People's Committee in coordination with Binh Duong Committee of the Vietnam Fatherland Front, Veterans Association, and Post Office implemented to investigate the Satisfaction Index of Public Administrative Services (SIPAS) 2020 and completed within the given time. Thereby, investigated 8,570 votes in 17 departments, agencies, sectors; 09 People's Committees of districts, towns, cities; 91 People's Committees of communes, wards, towns.
At the provincial level, from January 1 to May 31, 2021, departments, agencies and sectors received and processed 102,669 administrative procedure (AP) documents, in which 99,699 dossiers need to be processed during and 2,970 dossiers are not due for transfer after processing. The ratio of on-time process was 98.2%; late process was 1.69%; unresolved overdue cases was 0.1%. The number of reception and settlement level 3, 4 in the first 6 months of 2021 was 24,068 dossiers.
From January 1 to May 31, 2021, districts, towns, cities received 260,647 dossiers, the ratio of returning on time and before deadline was over 98%. The localities which had high ratios of returning on time and before deadline were Bau Bang District (100%), Dau Tieng District (100%), Phu Giao District (100%), Thu Dau Mot City (99.93%), Tan Uyen Town (97.76%).
The commune level itself received 618,226 dossiers, the ratio of returning on time and before deadline was 99.99%.
It is estimated that in the first 6 months of 2021, Binh Duong Post Office has received 15,680 AP dossiers and returned 368,478 dossiers (including AP under the jurisdiction of the Public Security and Social Security sectors).
From January 1 to May 27, 2021, Binh Duong Hot line system 1022 received 920 requests, feedbacks, recommendations ò citizens and businesses; properly handled and replied 630 requests, feedbacks, recommendations, which occupied 68.48%. At the same time, received 1,963 requests from 115 line, in which 980 cases were successfully solved, which occupied 49.93%.
Currently, the Department of Information and Communications has implemented 295 online public services level 3 and 924 online public services level 4 provided online on Binh Duong Portal https://dichvucong.binhduong.gov.vn/. From January 1 to May 20, 2021, there were 7,760 dossiers of online public services level 3 and 12,443 dossiers of online public services level 4 of residents, businesses which were submitted and handled online. Up to now, there were 465 provincial public services which were undated on National Public Service Portal.
Regarding the implementation of the quality management system according to the National standard TCVN ISO 9001:2015 in the activities of administrative agencies, up to now, the whole province has 157 agencies that have developed, applied and implemented the announcement of quality management system in accordance with the national standard TCVN ISO 9001. Of which, 28 agencies are required to apply (100% assurance) and 129 agencies are encouraged to apply.
In the last 6 months of 2021, the province will focus on implementing some key missions about developing a General program in the period of 2021-2030 after the Government issues the new program. A Conference will be held to announce the Public Administrative Reform Index (PAR Index) and SIPAS 2020 of the province.
Besides, properly perform the plans on formulating, commenting, appraising, reviewing and systematizing legal documents, meeting the needs of socio-economic development and completing the province's law system. Organize the review, assessment, announcement and publicity of AP under handling competence of the province according to the plan.
