Accordingly, the purpose of the Plan is to accurately assess the actual status of the land and the quality of the land; investigate and assess land pollution as a basis for assessing the situation of land management, land use and propose mechanisms, policies and measures, in order to improve the state management of land, improve the efficiency of land use at all levels, especially the implementation of master plans and plans on land use in the province.
The investigation and assessment of land pollution for the first time need to ensure the contents, methods, criteria, forms, maps, order of implementation, inspection, handing over and archiving according to the provisions of Circular No. 35/2014/TT-BTNMT dated June 30, 2014 and Circular No. 60/2015/TT-BTNMT dated December 15, 2015 of the Ministry of Natural Resources and Environment.
The time for project formulation, implementation and submission for approval starts from the 2nd quarter of 2021 to the 3rd quarter of 2022.
Report the results of the first survey and assessment of land pollution in the province to the Ministry of Natural Resources and Environment immediately after completion and before December 30, 2022.
The contents of investigation and assessment shall comply with the provisions of Clause 2, Article 6 of Circular No. 35/2014/TT-BTNMT of the Ministry of Natural Resources and Environment. Specifically, collecting information, documents, data and maps to identify sources of land pollution, areas at risk of soil contamination; planning and surveying land sampling in the field; analyzing land samples, synthesizing data and warning areas of contaminated and potentially contaminated land (near-pollution); building a map of contaminated land areas; proposing solutions to protect and improve land and orienting sustainable land use management; preparing an assessment report on the status of land pollution.
