Achieving many visible changes
In 2021, the Government and Ministries, sectors and localities have made great efforts, innovation and creativity in directing and implementing AR tasks in order to promptly respond to difficulties, challenges and serious impacts caused by the Covid-19 pandemic, contributing to the successful implementation of the "dual goal" of preventing and fighting the epidemic, recovering and developing socio-economically, and ensuring social order and safety in the new situation.
The Government has issued and directed various urgent policies and measures to remove the difficulties in production and business; renewed the working methods of state administrative agencies, enhanced to handle documents and works in the online environment; promoted the online settlement of administrative procedures (AP), created the highest convenience for citizens, entrepreneurs, especially the objects who suffer the direct influence of the Covid-19 epidemic. Localities have implemented many particular and creative measures which are consistent with the features and practical situation of each locality to perform the given AR tasks to ensure that AR results in 2020 have apparent changes.

According to the result announced by the Ministry of Home Affairs, the first place in the PAR Index of ministries and ministerial-level agencies belongs to the State Bank of Vietnam (95.88%); followed by the Ministry of Finance (94.84%) and the Ministry of Justice (94.02%). The average value of the PAR index of 17 ministries and ministerial-level agencies achieved is 87.56%, an increase of 1.93% compared to 2019. The PAR index in 2020 reaches the highest average value in 09 years of implementing to determine the PAR Index. In 2020, there continues to be no ministry with PAR Index results below 80%.
For the PAR Index of municipalities, Quang Ninh leads in the PAR Index on the whole country (91.04%), followed by Hai Phong City (90.51%), Thua Thien Hue Province (88.47%). In general, the PAR Indexes 2020 of municipalities have the average result of 83.72%, 2.57% higher than the average value in 2019 and reaching the highest average value of 83.72% in the last 5 years.
Binh Duong goes up 13 ranks compared to 2019
According the assessment, Binh Duong ranks 4th in the whole country, leads the Southern region, reaches 86.93%. Compared to 2019, Binh Duong has gone up 13 ranks. In which, in terms of appraisal score, Binh Duong reaches 55.48; SIPAS Index 8.82; survey of leaders and managers 20.27; impact on socio-economic development 2.36.
Throughout the AR process, Binh Duong has always taken the reform of AP as breakthrough in which Binh Duong has focused on handling AP. Thereby, directly contributing to improve the satisfaction of people and organizations with the service of state administrative agencies at all levels in the locality.
From 2017 until now, Binh Duong has been recognized as a province which has a stable increase in SIPAS through years (2017: 79.58%, 2018: 85.03%, 2019: 88.05%) which shows that all residents, organizations' ideas have always been listened and drastic solutions have always been continued. So far, Binh Duong has reached the SIPAS Index in accordance with the purpose of the Government and the province will continuously improve to achieve higher purposes in the near future.

With the motto for the next phase "taking the satisfaction of the people, organizations as the foundation and motivation for changes and development", at the same time, implementing the innovation of the one-stop-shop mechanism, inter-agency one-stop-shop mechanism according to Decision No. 468/QD-TTg dated March 27, 2021 of the Prime Minister, contributing to raising the level of satisfaction of organizations and individuals towards the quality of public service provision to at least 95% by 2025, Binh Duong will choose to implement practical and suitable solutions to the actual situation to have substantive solutions and initiatives. In which, focusing on promoting digitization of administrative procedures and results to create a database of shared data systems for all levels of government; applying information technology, building a uniform, synchronous and systematic database related to AP of the province, promoting the implementation of online AP; apply many methods of measuring satisfaction in different forms and focus on areas with low satisfaction level etc. to fit the current context and be suitable for the orientation of Binh Duong Smart City on the foundation of sustainable development based on the satisfaction of people and organizations towards the service of state administrative agencies in the province.

Stating at the conference, the Permanent Deputy Prime Minister Hoa Binh suggested that ministries, sectors, localities should continuously come up with new, suitable and breakthrough solutions to enhance the quality of public service provision for residents and organizations; conduct AR Program in 2021-2030 period synchronously, with focus and depth, take the satisfaction from citizens as a measure to evaluate the working quality of state administrative apparatus.
Besides, continue to complete the institutions, socialist-oriented market economy; unleash resources, create an equal, open and favorable investment environment for businesses and organizations. Continue to promote administrative procedure reform; review, cut and simplify regulations on business activities; renew the implementation of the one-stop-shop mechanism, inter-agency one-stop-shop mechanism in handling AP in the direction of improving service quality, increasing the application of information technology to reduce travel time and social costs etc.
At the same time, implement "dual duty", both restoring production and business on the basis of effective prevention and control of the Covid-19 epidemic; while striving to successfully implement political, economic and social tasks in 2021; creating a premise and resilience for the country's new development phase.
