​PORTAL - The Ministry of Information and Communications issues the Code of Conduct on social network.

Apply to state agencies, cadres, civil servants, public employees and employees in state agencies; other organizations and individuals using social network; social network service providers in Vietnam based on the rules of compliance with Vietnamese laws, respect the legitimate rights and interests of organizations and individuals; behave in accordance with ethical values, culture and fine traditions of the Vietnamese nation, safety and confidentiality of information; responsible for the behavior on social networks.

Specifically, for organizations and individuals, it is recommended to use the full name, personal real name, real name of the organization or agency and register with the service provider to authenticate the name, website address, contact point when participating and using social networks. Implement self-management measures, secure social network accounts and promptly notify authorities and service providers when an organization's or individual's account is out of control, is faked, taken advantage of and used for unhealthy purposes, affecting national security and social order and safety, affecting legitimate rights and interests of organizations and individuals. Share information from official, reliable sources. Do not use hateful words, incite violence, discriminate against regions, gender, religion or post content that violates the law, information that offends honor and dignity, affecting the lawful rights and interests of other organizations and individuals; use offensive language, violate fine customs and traditions; spreading fake news, false news; advertising, trading in illegal services etc. causing irritation in public opinion, affecting social order and safety.

Cadres, civil servants, public employees and employees in state agencies shall comply with regulations of agencies and organizations about providing information on social networks. Notify the governing body for timely handle and reply when there are conflicting opinions or information that violates the law related to the functions, tasks, powers, management fields of officials, public servants, public employees and employees etc.

State agencies are responsible for managing and keeping social network accounts secure and promptly notifying service providers when their accounts are out of control or forged. Provide information on social networks synchronously and consistently with information already provided on other mainstream media. Feedback should be comments on social networks on issues related to the functions, duties and powers of agencies and their organizations.

Social network service providers clearly publish terms of service. Promulgate and publicize measures to detect, notify and coordinate with functional agencies to handle, prevent and remove information content that violates copyright and violates the law.

Guiding users on social networks, supporting and protecting the legitimate rights and interests of "weak people" in society (the poor, ethnic minorities, children, minors, people with disabilities etc.) use safe and healthy social networks to avoid mental exploitation, abuse and violence. Respect the user's right to information protection, do not collect personal information and provide service users' information to third parties without the consent of the information subject.
