Accordingly, this regulation applies to sources of money and goods that are mobilized and voluntarily contributed to the prevention and control of the Covid-19 epidemic called, supported and contributed by the Provincial Vietnam Fatherland Front Committee to the Relief Fund.
Organizations, individuals who participate in receiving, managing, distributing and using voluntary donations include: Binh Duong Vietnamese Fatherland Front; organizations and individuals voluntarily contributing to support overcoming difficulties caused by the Covid-19 epidemic; organizations and individuals facing difficulties caused by the Covid-19 epidemic; organizations and individuals related to the receipt, management, contribution and use of voluntary donations.
The Provincial Relief Committee is responsible for receiving, managing and distributing money and goods which are mobilized and voluntarily contributed to support the prevention and control of the Covid-19 epidemic. For the source of money and goods which are mobilized and voluntarily contributed to the prevention and control of the Covid-19 epidemic without a specific address, the Vietnamese Fatherland Front of Binh Duong Province uses the Relief Fund account at the Provincial State Treasury and an account at Commercial bank to receive these funds and goods; openly and transparently distributing money and goods in a timely and reasonable manner, for the right purposes, to the right subjects. For the conditional donations (with specific addresses) to support organizations and individuals as committed, the Vietnamese Fatherland Front of Binh Duong Province will receive and transfer to the correct address as requested.
The task of receiving, managing and distributing funds and goods must be openly and transparently done in a timely and reasonable manner, for the right purposes, to the right subjects; require the synchronous and strong coordination between relevant departments, agencies, sectors, localities, organizations and individuals in order to effectively serve the prevention and control of the Covid-19 epidemic in the province. Use mobilized and contributed money and goods economically and effectively in accordance with the campaign's purposes, prioritize emergency support for the need to use money immediately to ensure efficiency and meet essential needs to carry out the prevention and control of the Covid-19 epidemic. In the event that at the end of the year, the voluntary contribution fund has the remaining balance on the donation account, it will be carried over to the next year for continued implementation.
It is strictly forbidden to take advantage of this work for personal bargain; untrue statements; usurp; improper distribution, use for wrong objects who are not regulated by voluntary contributions.
Quarterly and immediately after the end of the campaign, the Vietnamese Fatherland Front of the province shall coordinate with relevant agencies, units and localities to summarize and send the implementation results to the Provincial People's Committee and Steering Committee of Covid-19 epidemic prevention and control. At the same time, publicize the results of mobilization and distribution of money and goods voluntarily contributed by organizations and individuals on the mass media.
