The meeting commented the following contents: Proposing the formulation of a Resolution on collection rates, regimes of collection, payment, management and use of fees for exploitation and use of land documents in Binh Duong province; proposing the formulation of a Resolution stipulating the support regime for population and family planning work in Binh Duong province; the application of the Price list of land types in the period of 2020-2024 in Tan Binh town, Bac Tan Uyen district which was established according to Resolution no. 1110/NQ-UBTVQH14 dated December 09, 2020 of the National Assembly Standing Committee.

Through verification, the Committees of the Provincial People's Council assessed that the Provincial People's Committee submitted to the Standing Committee of Provincial People's Council for consideration and approval of the above contents as necessary and in accordance with their competence. The Culture and Social Affairs Committee proposed the Provincial People's Committee to continue directing, thoroughly grasping and implementing the policy in accordance with the spirit of Resolution no. 21-NQ/TW dated October 25, 2017 on population work in the new situation. At the same time, directing the functional branches to review the list of collaborators in charge of managing the number of households and doing population work in the districts, towns and cities to avoid duplicate beneficiaries.

Overview of the Meeting

Regarding the regulation on the Land price list, the Economy - Budget Committee found that the process of building the Price list of land types in the period of 2020-2024 in the province was carried out at the same time as the preparation of procedures to request recognition of Tan Binh town, the locality had calculated before building land price for Tan Binh commune. Specifically, the land price of Tan Binh has been built 18% higher than in the period of 2015-2019. The Economy - Budget Committee agreed on the content submitted by the Provincial People's Committee to keep the same way of applying land prices as for communes in Decision no. 36/2019/QD-UBND for Tan Binh town, Bac Tan Uyen district. However, the Committee asked the Provincial People's Committee to have opinions on the application of the Land Price Adjustment Coefficient (K) for Tan Binh town for the Standing Committee of Provincial People's Council to discuss and decide on this content.

Concluding the Meeting, Chairman of the Provincial People's Council Vo Van Minh assigned the Committees to continue to coordinate with the advisory agency in drafting and finalizing the Statements and draft Resolutions for submission to the Provincial People's Council meetings in the middle and the end of 2021. Particularly for the content of the Price list of land types in the period of 2020-2024 in Tan Binh town, Bac Tan Uyen district, the Provincial People's Committee is requested to continue to submit the K-coefficient to ensure sufficient legal basis for application.
