Accordingly, the 2021 public investment plan under Decision No. 3897/QD-UBND dated December 22, 2020 and Decision No. 931/QD-UBND dated April 14, 2021 of the Provincial People's Committee is 12,356 billion and 590 million VND.
As of May 15, 2021, the disbursement was 1,490 billion and 352 million VND, reaching 12.1% of the provincial plan and reaching 14.6% of the plan assigned by the Central Government.
In order to promptly remove difficulties and obstacles, speed up the implementation and disbursement of the 2021 public investment plan, the Provincial People's Committee has requested departments, branches, localities and investors to focus on performing two tasks at the same time, disbursing the 2021 plan and reviewing the need to develop medium-term public investment plan for the 2021-2025 period; strengthen the responsibility of local heads, investors and related units.
Investors shall develop an implementation plan associated with the disbursement plan of each project and report to the Provincial People's Committee, Department of Planning and Investment, relevant departments, branches and agencies for coordination in implementation and solve difficulties and problems in the implementation process. Focus on implementing and disbursing capital for important and key projects, compensation and site clearance projects in the province, and projects that can be completed and put into use in 2021 and 2021-2025 period. Resolutely reduce capital and review the responsibility of individuals and units involved leading to poor disbursement of the project.
Appraisal agencies give priority to shortening the time of steps to organize the appraisal in public investment to ensure savings and efficiency in accordance with norms and unit prices; at the same time, develop the plan to coordinate and support the investor to remove difficulties and obstacles in the process of project implementation, especially key works and compensation projects.
