Current policies have many limitations and shortcomings
After nearly 3 years of implementing Decision no. 1743/QD-UBND of Binh Duong Provincial People's Committee promulgating the Project on organization and operation of semi-specialized force 113 in Binh Duong province for the period of 2018-2023, the local Police have advised the People's Committee of the same level to implement policies as prescribed as well as flexibly use funds to support this force's operation. Since then, it has promptly encouraged and mobilized the semi-specialized force 113 to complete the task of coordinating to maintain security and order (SO) in the entire province. During the operation, the semi-specialized force 113 is regularly strengthened and consolidated in accordance with regulations; the work of fostering, legal and professional training is implemented consistently and in accordance with practice; ensuring the operating conditions.
Via phone number 113 and the Police's duty phone number of 9 districts, towns and cities, the semi-specialized force 113 has received 4,272 news related to SO, temporarily seized 236 subjects, 8,900 packs of foreign cigarettes and 8,211 types of material evidences and other means such as motorcycles, petards, pepper sprays, rudimentary and homemade weapons, etc.
At the same time, the semi-specialized force 113 throughout the province has been mobilized to coordinate in patrolling, controlling, maintaining SO, preventing crime and law violations at night, during peak periods, holidays and Tet; disbanding 3,900 groups of teenagers who gathered late at night showing signs of disturbing public order, causing loss of SO; coordinate forces of traffic – order Police – local Police in patrolling to ensure traffic order and safety, disbanding 96 groups of young people gathered to drive motorcycles in groups, swerving, causing loss of SO, making records of 7,740 violations, etc.
However, after nearly 3 years of implementation, the policies for the semi-specialized force 113 have revealed many limitations and shortcomings. Specifically, the level of allowances and support for members participating in the semi-specialized force 113 is low, not ensuring a minimum standard of living for themselves and their families. The total actual income of the semi-specialized force 113 in the localities is on average about 3,900,000 VND/person/month.
Recruitment condition is graduating from high school, the age from 18 to 30 is the main working age, such allowance as prescribed is not appropriate. Meanwhile, according to the provisions of the Project, the task of this force is to organize a 24-hour duty force, everyday facing all types of crimes, social evils, and the possibility of being attacked and resisted by bad subjects when performing tasks is very large, therefore it is prone to injury and dangerous to their health and life. Therefore, the current regimes and policies have not encouraged and mobilized this force in the process of work, many localities did not recruit enough troops as prescribed.
Stemming from practical requirements, the Provincial Police advised the Provincial People's Committee to propose the Provincial People's Council to develop a new Resolution on policies for the semi-specialized force 113.
Improving operational efficiency
Draft regimes and policies proposed to be promulgated in the near future is in order to build and consolidate the semi-specialized force 113. Thereby, improving operational efficiency, completing assigned tasks of the force, completing assigned tasks of the force, actively contributing to the maintenance of SO and effective implementation of the All people protect National security movement.
Accordingly, it is proposed that the participants of the semi-specialized force 113, after signing the labor contract, are entitled to a monthly allowance of 4,420,000 VND.
Individuals participating in the semi-specialized force 113 are supported with additional allowances according to their professional qualifications educated at each level: University, college, intermediate school. Supporting 100% of the Health insurance premium during the time of joining the semi-specialized force 113. Implementing Compulsory social insurance as regulated by the Law on Social Insurance.
At the same time, supporting 100,000 VND/person/night when there is an unexpected summoning order of the district-level Police Chief to participate in guard patrol, security maintenance and rescue from 9:00 p.m. the previous day to 5:00 a.m. the following day, but not more than 15 nights/person/month.
The semi-specialized force 113, while on duty, is protected for life, health, honor, dignity and property as prescribed by law; if their honor is damaged, it will be restored, if they suffer property damage, they will be compensated, individuals who die directly participating in the protection of SO will be considered for recognition as a martyr, if the injury results in a decrease in working capacity of 21% or more, they shall be considered to enjoy the same policy as war invalids according to the provisions of the law on preferential treatment for people with meritorious services to the revolution.
