Accordingly, for people-founded and private independent preschool educational institutions located in industrial parks where there are many employees, they are supported to equip facilities once. Facilities include tools, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training and financial support for repair of facilities to directly serve the care, nurturing and education of children. The support level is 20 (twenty) million VND/independent preschool educational institution. An independent preschool educational institution includes independent groups of children, independent kindergarten classes, an independent preschool classes in the area where the industrial park is located, belongs to the people-founded or private type and has been licensed by a competent authority to establish in accordance with regulations and has at least 30% of children who are children of workers or employees working in industrial parks.
The documents include the institution owner's Application for financial support; Institution establishment license, statistical summary table of children who are children of workers, employees/total number of children of the institution, with certification of the commune-level People's Committee, detailed plan for the use of supported funds by the institution owner.
From April 01 to April 30 every year, the owner of an independent preschool educational institution shall complete all required documents and send it to the Department of Education and Training. After the deadline for receiving documents, the Department of Education and Training organizes the appraisal and compiles a list of institutions eligible for support according to regulations and send it to the finance agency at the same level and submit it to the district-level People's Committee for approval in accordance with the Law on State Budget. Ensuring that the support for independent preschool educational institutions is completed before June 30 every year.
Allowances for preschool children who are children of workers, employees working in industrial parks according to regulations are supported 160,000 VND/child/month. Including children who are studying at pre-school educational institutions of the people-founded or private type, which have been licensed by the competent authority to establish and operate in accordance with regulations, and have a parent or caregiver who is a worker or employee working in industrial parks with a labor contract signed by the enterprise. The support period is calculated according to the actual number of months of study, but not more than 9 months/school year. The documents, order, time and method shall comply with the provisions of Decree no. 105/2020/ND-CP of the Government.
Preschool teachers, who are working at a people-founded or private preschool educational institution that have been licensed by the competent authority to establish and operate in accordance with regulations in the area where the industrial park is located, must satisfy the conditions for meeting the standard qualifications for the title of preschool teacher as prescribed; have a labor contract with the legal representative of a people-founded or private preschool educational institution; directly care for and educate children in groups of children/kindergarten classes where 30% of children are children of workers or employees working in industrial parks; Preschool teachers who meet the above-stated conditions are supported with 800,000 VND/month (eight hundred thousand Vietnamese dong per month).
The number of teachers in people-founded and private preschool educational institutions entitled to support shall be calculated according to the level prescribed for current public preschool educational institutions. The support period is calculated according to the actual number of teaching months in the school year. This support level is outside the salary agreement between the owner of the people-founded and private preschool educational institution and the teacher and does not use the calculation of social insurance, health insurance and unemployment insurance contributions. Documents, order, time and method shall comply with the provisions of Decree no. 105/2020/ND-CP of the Government.
Under the provisions of the Law on Promulgation of legal documents, the Provincial People's Committee gets comments from organizations and individuals on the draft Resolution. The time to receive comments is from May 13, 2021 to June 12, 2021.
