​A dossier of procedures to change license plates for individual cars includes: Car registration certificate under form no. 01 enclosed with Circular no. 58/2020/TT-BCA; for organizations, includes: Official dispatch enclosed with the list of cars requesting the license plate change in case the vehicle owner is an enterprise or a transport business cooperative proposing to change the license plate for many cars at the same time.

The change of license plate to the plate with yellow background, black letters and numbers does not require the vehicle owner to present a transport business license, not to bring the vehicle to the vehicle registration office for inspection, not to scrub the chassis number or engine number. After receiving the license plate with yellow background, the vehicle owner then returns the old license plate to the vehicle registration agency, so the process of changing the yellow license plate will not affect the business of individuals and enterprises.

Circular no. 58 of the Ministry of Public Security stipulates that, from August 01, 2020, new registered vehicles used in transport business will be issued with yellow license plates. Vehicles used in the transport business before August 01, 2020 must be changed to a yellow license plate before December 31, 2021. According to statistics, since the implementation of Circular no. 58 up to now, Binh Duong has only 8,351 vehicles to change yellow license plate compared to more than 35,000 vehicles under management (23.6%).
