Innovating state management on population
The Project 896 issued by the Prime Minister on June 8, 2013 has created the fundamental innovation in the organization and the operation of state management on population towards modernization; moving from paper documents to electronic documents. The project helps promote the application of information technology, simplifies the AP, contributes to improving the effectiveness and efficiency of state management in all fields of social life; steps up the implementation of online public services at Ministries, branches and localities, proceeding to build e-Government.
Up to now, 57/57 (100%) tasks of the Project 896 have been completed; the process of implementing the project achieved many important results, leaving outstanding marks, especially the task of building a National database (ND) on population and the task of reviewing and simplifying AP related to citizenship papers. According to the review results of the Ministries and branches, there were 1,126/1,934 simplified AP, accounting for 58%. On the National Public Service Portal, there were more than 2,800 integrated public services, providing over 6,800 AP at 4 levels of government.
The results of the Project 896 have created the foundation to improve efficiency of population management towards modernization, implement the public administrative reform (PAR) options, build and develop the e-Government towards digital Government, digital economy and digital society.
Up to now, basically the task of building the ND on population and production, granting citizen identification cards has been carried out on schedule. As of March 05, 2021, the total number of permanent residents nationwide was 98,736,106. In which, 86,603,192 DC01 votes of 59/63 localities have been collected; 16,050,224 DC02 votes have been updated. The Ministry of Public Security has instructed and directed the local Police to organize 6,000 turns of inspection and revision to ensure "correct, sufficient, clean and living" data on population information.
Currently, the Police force is simultaneously issuing new citizen identification (CID) cards to citizens across the country with many outstanding advantages, opening up new opportunities in the application and development of security, safety and AR services to serve people and enterprises.

By May 01, 2021, the grant of personal identification number will be completed
By the end of March 24, 2021, the system of the Ministry of Justice provided 5,454,937 valid birth registration data of Vietnamese citizens (as of the time of updating data into the system, under 14 years old and with birth registration date from January 01, 2016 onwards), corresponding to 5,454,937 personal identification numbers granted to children with birth registration in 63 provinces and cities directly under the Central Government. At the same time, providing more than 16 million citizenship information (information of children's parents) which is an important input source for the ND on population under the provisions of the Law on Civil Status, the Law on CID, in accordance with the requirements of the Project 896 and Directive no. 07/CT-TTg dated March 13, 2017 of the Prime Minister.
Regarding the grant of personal identification numbers through birth certificates for newborn children, localities have entered information into the ND on population and have collaborated to develop and deploy to issue personal identification numbers to children with birth registration from January 01, 2016.
According to the Ministry of Public Security, up to now, about 14 million CID cards in 16 localities across the country have been granted. From January 01, 2021, simultaneously organizing to issue chip-based CID cards for citizens in 63/63 localities. Currently, the personal identification numbers are being granted to all Vietnamese citizens, and expected to be completed by May 01, 2021.

Speaking at the conference, Permanent Deputy Prime Minister Truong Hoa Binh emphasized that the process of implementing the Project 896 draws lessons from experience that must have a high political determination and a drastic direction in the implementation organization. Simplifying AP, citizenship papers and related databases on population management is a difficult and complicated issue; therefore, there must be awareness unity, close and synchronous coordination among Ministries, branches and localities in the implementation process, on the basis of all for the common task and the highest purpose which is to improve the effectiveness of state management, and create maximum favorable conditions for the people.
In the coming time, there are many important tasks to be performed, in which, drastically organizing and completing the simplification of AP, citizenship papers related to population management in the fields of state management; connecting the ND on population with specialized databases; exploiting and effectively using the ND on population for building e-Government, towards digital Government, digital economy, digital society; maintaining the regular operation of the ND on population, especially the addition and update of population information, ensuring "correct, sufficient, clean and living" information.
