At the conference, Mr. Nguyen Loc Ha - Member of the Provincial Standing Party Committee, Vice Chairman of the Provincial People's Committee reported the socio-economic situation, national defense and security in the 1st quarter of 2021. Accordingly, in the 1st quarter, although the Covid-19 pandemic was still complicated, the province's industrial production, export and import activities still achieved a high growth rate compared to the same period in 2020. Enterprises have proactively worked out contingency plans, limited risks and losses, taken advantage of opportunities to boost production and business in the new situation.
Accordingly, the Index of industrial production was estimated to increase by 6.9% over the same period (in the 1st quarter of 2020, increased by 6.14%). In addition to enterprises with stable production operations, there were 255 newly established enterprises.
Total retail sales of goods and service revenue increased by 8.7% over the same period (in the 1st quarter of 2020, increased by 11.7%). Export turnover was estimated at 7.7 billion USD, up 30.4% (in the 1st quarter of 2020, increased by 3.6%). Import turnover was estimated at 5.6 billion USD, up 20% (in the first quarter of 2020, increased by 4.2%). Trade surplus reached nearly 2.1 billion USD.
As of March 31, 2021, the province has attracted 30,794 billion VND of domestic investment capital (up 50% over the same period); accumulated so far, the province has 50,401 domestic enterprises with a total registered capital of 473,000 billion VND. Foreign investment attraction reached 468 million USD (up 59% over the same period); accumulated so far, the entire province has 3,960 foreign-invested projects with a total registered capital of 35.86 billion USD.
Overview of the conference
Along with economic development, social security and welfare were guaranteed. The province has mobilized nearly 700 billion VND to support the 2021 Lunar New Year for people with meritorious services, social beneficiaries, the poor and workers, etc. The functional branches provided consultancy and job placement for 17,186 employees, created jobs for 5,829 people (reaching 16.7% of the plan); paid attention to the management of occupational safety and sanitation, fire prevention and fighting, strikes.
Regarding the Party building, all levels of the Party Executive Committee deployed to study and grasp thoroughly the 11th Provincial Party Congress's Resolution, the 13th National Party Congress's Resolution associated with the development and implementation of breakthrough and action program, and implementation plans of the Party Congress's Resolutions at all levels. The province has prepared the best conditions and completed many works on schedule to organize the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 tenure.
The conference discussed the contents to implement the tasks of urban embellishment, construction order, progress of making land use planning for the period of 2021-2030; the review situation of poor households, near-poor households in the province; the situation of political security, social order and safety, fire and explosion prevention and fighting in the locality, plan to protect security at the time of the election; the settlement of complaints and denunciations, and the implementation of conclusions after inspection, etc.

Concluding the conference, Mr. Tran Van Nam assessed that, in the 1st quarter of 2021, the province has basically completed the "dual goal" of both preventing and controlling the pandemic effectively and maintaining economic growth with positive signals as a premise for the 2nd quarter. In 2021, the province is determined to make breakthroughs in infrastructure investment and public administrative reform.
The Secretary of the Provincial Party Committee asked branches and levels to study and have solutions to improve the PAPI and PCI indicators with the aim of better serving the people and enterprises. At the same time, focusing on building the provincial planning for the period of 2021-2030, with a vision to 2050; speeding up the progress of site clearance compensation; commencing some roads and overpasses; restoring order, managing real estate, having a comprehensive assessment of the projects' effectiveness; all projects opened for sale must be transparent and public.
