For the benefit of voters and people
During the 2016-2021 tenure, the Provincial Delegation of NAD conducted 23 rounds with 244 voter meetings before and after the National Assembly meetings, thematic voter meetings and voter meetings on request, more than 31,014 voters attended with 1,645 turns of opinions and proposals. Many voters' opinions at the meetings related to macro policies, hot issues of society, the country, and the locality concerned by the public opinion, etc. were directly explained by the NAD at the meetings. Regarding issues under the jurisdiction of the locality, the provincial NAD proposed and supervised functional branches and authorities at all levels to quickly resolve them. Regarding issues proposed by voters related to the voter life, the provincial NAD received, synthesized and presented at the National Assembly meetings.

Notably, it is receiving opinions from voters related to the 2019 Draft Amended Labor Code, before this Code was submitted to the National Assembly for approval. Mr. Pham Trong Nhan - Deputy Head of the provincial Delegation of NAD shared: "At the 7th Meeting, the 14th National Assembly, the Binh Duong provincial NAD expressed a lot of opinions at the group meeting and discussed in the hall about the terms of the amended draft, especially the issues had differing opinions on the basis of the province's practice and the current regulations. In addition, the provincial Delegation of NAD also coordinated to organize conferences to continue to listen deeply to the contribution opinions of the affected subjects, experts and managers to finalize the draft for submission to the 8th Meeting; at the same time, continued to have opinions to protect their righteous thoughts, harmonizing the interests of employees and employers".
At the voter meeting of the provincial NAD before the 10th Meeting, the 14th National Assembly, the voters of Phu My ward, Thu Dau Mot city proposed that the Government, the National Assembly and the Education branch need to research and improve teaching quality, design textbook programs suitable for students at all levels, not constantly changing the content on textbooks every year.
The proposals of voters in Phu My ward were also an issue which was paid special attention and discussed by the public opinion at this time, when there were many opinions that the grade 1 textbook had many inappropriate contents. The voters' proposals were seriously received and synthesized by the Binh Duong provincial Delegation of NAD and forwarded to the Ministries, Central branches and the National Assembly for consideration and making appropriate adjustments.

After the meetings, the provincial Delegation of NAD quickly announced the situation and the results of the voter meeting to the Provincial Standing Party Committee, People's Council, People's Committee, Provincial Committee of Vietnam Fatherland Front to help the provincial leaders grasp the situation of public opinion to continue to have instructions to promptly and effectively settle the people's opinions and proposals, serving the province's socio-economic development requirements.
In addition, during the tenure, the provincial Delegation of NAD was flexible and regularly transferred the voter-meeting units of the NAD in order to create conditions for the NAD to concretely grasp the thoughts and aspirations of voters in the area, improve the close connection between deputies and people, create more information channels to serve the supervision, survey and law building of the provincial Delegation of NAD.
Proposing drastically
Through monitoring the National Assembly meetings in the 2016-2021 tenure, at the discussion sessions at the group and conference, the Binh Duong provincial NAD always promoted the spirit and responsibility of the people's deputies to the issues related to socio-economic development of the country in general and Binh Duong province in particular, especially related to people's life.
Talking about this issue, Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the provincial Delegation of NAD said that during the 14th tenure, besides the positive results on legislation and supervision activities, it is impossible not to mention the role and voice of the provincial Delegation of NAD in the activities of the National Assembly at the conference on many shortcomings of the locality, the proposals of the enterprise community which were thoroughly listened and resolved by Ministries and branches.
For example, the proposal to enjoy support policy of tax incentives for science and technology enterprises of Minh Long 1 Company. From 2007 to 2014, Minh Long Company invested 500 billion VND in the technological process of producing high-class ceramics meeting European quality standards, but when the enterprise carried out the procedures to enjoy tax incentives for science and technology enterprises as regulated, there were many obstacles. The province had repeatedly proposals submitted to the Ministry of Finance, the Government and the Prime Minister on the above issue.
The Committee for Science, Technology and Environment of the National Assembly went to Binh Duong to survey, but there was not much progress. In 2018, the provincial Delegation of NAD twice mentioned this issue at the meeting of the National Assembly. At the beginning of 2019, comrade Vuong Dinh Hue, then the Deputy Prime Minister, came to work with Binh Duong province, the province continued to propose the above issue, at the same time, persistently strongly proposed. After that, the proposal's content of Minh Long Company was considered and resolved.

Through the problem of Minh Long Company, it has affirmed the role and responsibility of the provincial Delegation of NAD, at the same time, once again, affirmed the consistent and cross-cutting policy of the province, always accompanying enterprises and resolutely and drastically proposing to the Central Government to resolve the legal and legitimate requirements of enterprises, to create the best environment for enterprises to feel secure in stable and long-term production and business activities in Binh Duong province.
By the end of 2020, the provincial Delegation of NAD issued 417
responses to voters' proposals, of which 269 responses from the Central level
and 148 responses from the provincial level. Through reviewing and comparing
the proposals and responding to the proposals, Mr. Pham Trong Nhan - Deputy
Head of the provincial Delegation of NAD assessed that the responses of Central
and local agencies are increasingly going to the focus of the problem
associated with specific and feasible solutions, showing seriousness, demand,
listening and accountability of the Ministries, branches and levels, improving
the spirit of serving the people. The provincial Delegation of NAD instructed
the Office to digitize opinions, proposals and responses of Ministries,
agencies, localities, especially general provisions on State policies, promptly
update in the application software for monitoring and managing the system, creating
a useful information channel, quickly providing to the provincial NAD as a
basis for directly answering voters' opinions at the meeting meetings; at the
same time thereby reviewing the progress and responsibilities of branches and
levels in responding to voters' opinions and proposals.
