As reported, in the period of 2016-2020, under the leadership and guidance of the Provincial Party Committee, the Provincial People's Council and the administration of the Provincial People's Committee, the province's annual disbursement of PI capital all met and exceeded the plan assigned by the Central government. PI capital was prioritized to focus on key and important projects; site clearance compensation projects, projects not able to pay back directly; attracting non-budget capital sources to invest in developing infrastructure systems, develop production and business, and contributing to local socio-economic development.
In the period of 2016-2020, the medium-term plan at the beginning of the period, the Central government allocated more than 33,003 billion VND. The plan approved by the provincial People's Council at the beginning of the period included capital from Central budget and local budget of more than 33,507 billion VND. During the implementation process, the province mobilized resources to supplement the plan of medium-term PI capital to ensure sufficient capital allocation for projects to be commenced and completed during the period (residual source of salary reform, surplus spending on local budgets and other capital sources). By the end of the medium term, the total PI capital plan of the province was over 45,913 billion VND, allocated to 823 projects. As of January 31, 2021, the total disbursement value reached more than 38,491 billion VND, exceeding 17% of the plan assigned by the Central government, reaching 84% of the adjusted plan and 114% of the plan assigned by the provincial People's Council at the beginning of the period.

Overview of the conference
For the disbursement of investment capital for key projects, the medium-term PI Plan in the period of 2016-2020 was arranged for 49 important and key projects with a total capital of more than 16,111 billion VND, accounting for 40.9% of the local budget capital plan. Disbursement value was more than 13,923 billion VND, reaching 86% of the adjusted plan and 107% of the plan at the beginning of the period.
Currently, Binh Duong focuses on implementing 03 key tasks related to the disbursement of PI capital, including the task of reviewing and building a medium-term PI plan for the period of 2021-2025, in accordance with the balancing capacity and implementation progress of works to timely allocate upon notification of the official capital sources of the Prime Minister and the Ministry of Planning and Investment.
In the period of 2021-2025, Binh Duong province will focus all resources for sustainable urban development, building synchronous infrastructure; the focus is on urban construction towards green, sustainable urban areas with synchronous, modern, environmentally friendly, and interconnected highland technical infrastructure, etc.

Concluding at the conference, Vice Chairman of the Provincial People's Committee Nguyen Thanh Truc agreed with the results of 2020, the direction and tasks in the period of 2021-2025 for the PI work in the province. He emphasized that, in 2020, Binh Duong paid special attention to and performed well the PI work and achieved many important results in implementing the socio-economic development goals. This is a great effort, especially in the context of the Covid-19 pandemic. The Vice Chairman of the Provincial People's Committee requested that in the coming time, relevant departments, branches and localities need to drastically implement and focus on speeding up the work of site clearance compensation and timely remove obstacles and difficulties; carefully evaluate the land price appraisal and compensation. At the same time, focusing on strengthening and clarifying decentralization in verification and appraisal, and timely implementing the regulations of Central Government.
