​​Contribution of comments on law building   

Determining that the contribution of comments on law building and supervision is a key task, for the 2016-2021 tenure, Binh Duong Provincial NAD actively organized conferences to get opinions, participate in discussions, and contribute comments of many important issues in order to improve the institution and create a legal basis for national and local socio-economic development.

Among the outstanding results of the Provincial NAD, it must include the activities to contribute comments on building draft laws. Pursuant to the Resolution on the program for building laws, ordinances and resolutions adopted by the National Assembly at mid-year meetings and adjusted, supplemented, annually, the Provincial NAD instructs the Office of NAD to advise and develop plans to organize Conference to contribute comments on building submitted to the meeting. During the tenure of the 14^th National Assembly, the Provincial NAD held 25 conferences to contribute comments for 41 draft laws and issued Official dispatch to collect written comments for 26 draft laws submitted to the National Assembly meetings. In which, there are many important draft laws that have profound effects on the development of the country and the lives of the people such as: Labor Code (amended), Education Law, Law amending a supplementing a number of articles of the Penal Code, Planning Law, Law on Cyber Security, Law on National Defense (amended), Youth Law (amended), etc.

Attending conferences to contribute comments on draft laws in Binh Duong, Major General Nguyen Thanh Hong – Permanent member of the National Assembly's National Defense and Security Committee, Binh Duong Provincial NAD, assessed that the preparation and organization of conferences to contribute comments on draft laws were strictly implemented, with careful and thoughtful investment in the content, agenda, logistics and service. The guest composition ensures a representative representing for the person who is affected by the law projects. Branches and levels of each agency and unit have actively participated in showing roles and responsibilities for the legislative work of the National Assembly. Thereby, gathering insightful opinions on theory and practice, with high critical character on the basis of policy orientation associated with the practical implementation situation of the locality, contributing to complete draft law, ensuring feasibility in implementation.

Along with that, the synthesis of contribution comments was conducted carefully, ensuring the correct, complete and objective gathering of comments of delegates attending the conference, and promptly reporting to Standing Committee of the National Assembly as regulated. The reception and revision of law projects, ordinances and resolutions were also paid attention to, monitored by the NAD; drastically adhering to regulations that are not yet consistent with the province's development reality and major issues directly related to the interests of the nation and country.

For law projects of special importance, deeply affecting the socio-economic development of the country, the Provincial NAD built survey tables, polled and gathered opinions of voters and people, created conditions for voters and people to participate in the legislative process of the National Assembly, at the same time as an important base and basis for the Provincial NAD to participate in discussions at the conference.

Mr. Pham Trong Nhan - Deputy Head of Provincial NAD said, in legislative work at National Assembly meetings, the Provincial National Assembly deputies has focused on studying draft laws, ordinances, resolutions submitted to the meeting, comparing and contrasting with the provisions of the Constitution and resolutions of the Party, and relevant legal documents to institutionalize the spirit of the Constitution and resolutions of the Party, ensuring consistency and coherence in the legal system, meeting the national, country interests and associated with local lively development practices, through many turns of opinions, arguments, questions in group discussion sessions, discussions in the hall, especially for issues with different opinions. At the same time, Binh Duong Provincial National Assembly deputies also found inadequacies, overlaps and contradictions in current regulations and proposed many solutions to be drafted by the presiding agency, explained, received and modified by the verification agency in accordance with practice in order to contribute to building a suitable institutional system to meet the development requirements of the country.

Effective supervision

During the tenure, the provincial NAD has conducted 10 thematic supervisions of the National Assembly, the agencies of the National Assembly and participated in 18 supervision and survey delegations of the National Assembly, and the agencies of the National Assembly working in the locality. In which, there were many outstanding supervision contents such as: Implementing the National target of building a new-style areas; implementing policies and laws on investment and exploitation of traffic works in the form of build-operate-transfer (BOT) contract; implementing policies and laws on state administrative apparatus reform in the period of 2011-2016; renovating general education curriculum and textbooks for the period of 2015-2020; preventing and controlling child abuse in Binh Duong province, etc. In addition, the provincial NAD also regularly supervised the settlement of complaints and denunciations of citizens; supervised the resolution and response to voters' proposals before and after the National Assembly meetings.

The thematic supervision activities of the provincial NAD in the tenure were conducted in accordance with regulations, ensuring the plan and requirements of the Supervision delegation.  On the basis of practice and research results, many new and important contents and aspects of the supervision topic were found, supplemented and completed, and then proposing recommendations closely to reality, perfecting policies and laws, improving the effectiveness and efficiency of state management.

In addition, the provincial National Assembly deputies promoted their supervision power at the meetings through supreme discussion, debate and oversight activities of the National Assembly; contributed comments, questioned, debated reports of the Government and judicial agencies submitted to the meetings. The thematic supervision of the implementation of the National Assembly's resolutions were always interested and monitored to evaluate the effectiveness and efficiency after supervising, the level of implementation of the resolutions, at the same time serve as an important basis in considering the implementation of state management functions and tasks of the Ministries, Central branches and localities; the roles and responsibilities of the Ministers in administering and advising the Government on the recommendations stated in the thematic supervision resolutions of the National Assembly. In addition, the provincial National Assembly deputies who are members of the National Assembly's Committees actively participated in the Committee's survey and supervision delegations in many provinces and cities nationwide.
