​This Decision takes effect from April 15, 2021 and replaces Decision no. 12/2017/QD-UBND dated June 05, 2017 of the Provincial People's Committee promulgating the Regulation on management and use of specialized digital certificates in the State agencies.

Subjects to be granted digital signatures and digital certificates: Specialized agencies under the Provincial People's Committee; People's Committees of districts, towns and cities; People's Committees of communes, wards and towns; other agencies and non-business units directly under the Provincial People's Committee; agencies and units directly under the above agencies and units; individuals being cadres, civil servants, public employees, persons who are granted, managed and used Government specialized digital signatures and digital certificates are working in State agencies and organizations as regulated.

The Chairman of the Provincial People's Committee authorizes the Director of the Department of Information and Communications to perform the specified responsibilities.

Electronic Information Center directly under the Department of Information and Communications is the specialized unit assisting the Department of Information and Communications in performing its tasks.

Compared with Decision no. 12/2017/QD-UBND, this Decision clearly stipulates the agency that directly manages digital signatures and digital certificates. Specifically, the Department of Information and Communications is the agency that directly manages subscribers directly under the Provincial People's Committee; the district People's Committee is the agency that directly manages the subscribers of the organization being a State agency or organization under the district People's Committee and the individual subscribers who are the leaders of this agency or organization; the agencies and organizations with their affiliated units are the direct management agencies of that affiliated units. At the same time, this Decision also supplements regulations on the principle of using specialized digital signatures in the province; and specifies in more detail the prohibited acts, etc.
