Speaking to open the conference, Permanent member of the Secretariat Vo Van Thuong emphasized that the research, study, grasp and propaganda of the Resolution of the 13th National Party Congress is only the first step, it is important to soon bring the content of the Resolution into practice in life, talk the talk and walk the walk, deeply imbue with the teachings of Uncle Ho: ""A 10-part plan, then 20-part measure and 30-part determination". Turning the decisions of the Congress into a vivid reality in fact, into material wealth, bringing wealth and happiness to the people as the General Secretary and State President Nguyen Phu Trong spoke at the Closing Session of the 13th Congress.
Immediately after this conference, all levels of Party executive committees and organizations must focus on building action programs concretizing with feasible plans, projects and schemes with actual conditions, quantifying results and contributing to improving people's lives and the strong development of each locality and unit.

The research, study, grasp and propaganda of the 13th National Party Congress's Resolution aims to help cadres and party members grasp the core content and new points in the documents of the 13th National Party Congress. On that basis, the Party Executive Committees at all levels lead and direct the building of the Action Program to organize the implementation of 13th National Party Congress's Resolution.
