Digital transformation of state agencies focuses on developing digital infrastructure to serve state agencies in a concentrated and smooth manner; create open data that is easy to access, use, enhance publicity, transparency, prevent and combat corruption, and promote the development of digital services in the economy; provide online public services at a high level, even on mobile devices for the people and enterprises to have the best service experience which is quick, accurate, paperless, and reduces costs.

What is e-government?

E-government is a government that applies information technology to improve the effectiveness and efficiency of activities, and better serve people and enterprises. In other words, this is the process of information technology application of Government operations.

What is digital government?

Digital government is the government that brings all of its activities to the digital environment, not just about improving the effectiveness and efficiency of activities, but also renewing operational models, changing the way of providing services based on digital and data technologies, allowing enterprises to participate in the service delivery process. In other words, this is the digital transformation of the Government.

What is the difference between e-Government and Digital Government?

E-government is a government that applies information technology of an existing process, provides available public administrative services online. Digital government is a government that transforms digitally, renews operational models, changes working processes, changes the way services are delivered, and quickly delivers new public services. One of the main measures of e-Government is the number of online public administrative services. One of the main measures of digital government is the decrease in the number of public administrative services, the increase in the number of new and innovative public services serving the society, thanks to digital technologies and data.

For example, in e-Government, the authorities provide online services, such as when a person is born, there is a birth registration service, when reaching adulthood, that person takes the initiative to register for citizen ID card or passport issuance service. People have to carry out many administrative procedures, and have to fill in data from the beginning for each time, even though it was provided before. While in Digital Government, the data is shared between different agencies and throughout the life cycle, people only need to provide information once to a state agency, when a person is born, she/he is issued with a unique ID code, until reaching adulthood, that person will automatically receive a citizen ID card.

What is digital authority?

Digital authority is digital government which is implemented at the local authority levels (provincial, district and commune levels).

What is the relationship between smart city and digital authority?

At the national level, a smart country is composed of three components: digital government, digital economy and digital society.

At the local level, a smart city also consists of three components, respectively, digital government, digital economy and digital society within its geographic scope.

Why must develop Digital Government?

Digital government helps the government operate more efficiently, effectively, and transparently, limit corruption, and create development for society. For example, the transfer of government activities to digital environment includes the transfer of inspection activities of state agencies to digital environment. Instead of conducting direct inspections at the enterprise in the traditional way, the authorities conduct online inspections, through connected information systems and databases. The target set by 2025, 50% of government inspections will be done remotely in the digital environment. And this rate in 2030 is 70%.

Why should distinguish the concepts of e-Government and Digital Government?

When there is an explicit distinction between the concepts, there is the correct perception; when there is a correct perception, there is the right action. Distinguishing levels of development, which are e-government and digital government, does not mean doing sequentially, completing e-government and then deploying digital government.

The development of e-Government has been going on for many years, and will continue for many more years, with no end.  The development of Digital Government is the same, but at present, digital technology has developed dramatically, allowing for faster development of Digital Government.

The development of Digital Government is the change of perception, thereby changes the way of doing. Previously, deploying e-government only thought of information technology application, providing online public administrative services. Currently, deploying digital government must think of bringing all government activities, for example, inspection, to the digital environment. Previously, deploying the e-government only thought of investing in information system, digitizing each process, only bringing 10% of online public services to level 4 in 10 years. Currently, deploying the digital government gives think of using the platform, fully digitizing, and bringing 100% of online public services to level 4 with lower cost in 3 months.

Which country is successful in developing Digital Government?

In Europe, Denmark and Estonia are two of the most successful countries. 100% of digital services are used by 90% of the people of this country, achieving a very high level of popularity.

In Asia, some countries such as Korea, Singapore are also quite successful. Registering to establish a new enterprise implemented online can be completed in 15 minutes. The clearance time for goods is the shortest in the region. Singapore government is assessed to be transparent, with the lowest corruption index in the world.

What is the biggest challenge in Digital Government development?

The digital government handles paperless documents, holds no-see meetings, and handles contactless administrative procedures and non-cash payments. This is the change.

For each agency or organization, the change can only start from the head. The biggest challenge for a state agency is awareness and the real participation of the head, which is dare to do or dare not to do.

For each person, the change requires changing skills and habits. The biggest challenge for the immediate society is the digital skills of the people, followed by the habits and culture of living in the digital environment.

For each enterprise, the change requires the deployment of digital technology solutions, something completely new and unprecedented. The biggest challenge for enterprises is the legal environment for implementation.

What are the risks faced in developing Digital Government?

For the whole nation, the biggest risk is the loss of nation's digital sovereignty. When the government transfers many of its activities into digital environments, that is, the issue of network safety and security is a matter of survival. For every individual, the biggest risk is disclosure of personal data and privacy.
