Efforts before the Covid-19 pandemic
The selection of areas and cities to achieve Smart21 in 2021 will be implemented from September 2020, is based on ICF's rigorous criteria regarding equitable economic, social and cultural prosperity, creating a strong and resilient community together.
Thus, Binh Duong once again affirms itself in the list of 21 smart regions of the world in the face of major challenges facing most countries in 2020 due to the heavy impact of Covid-19 pandemic globally. Despite many difficulties, smart communities still focus on implementing projects with the goal of integrating, diversifying and economic progress in a post-Covid-19 world.
21 smart regions in the world in 2021 honored by ICF
Specifically, by 2020, the Covid-19 pandemic affects all areas of social life; however, agencies and units of Binh Duong province still focus on implementing the tasks set out in building smart cities. In particular, to focus on developing high-quality human resources, innovative environment, promote science and technology, applying into practice in all branches and levels; promoting innovation in the community, supporting start-ups, building a good business environment for new businesses and expanding connections with existing businesses. At the same time, the province prioritizes the development of the Science and Technology Industrial Park; building an ecosystem of supply chain, smart logistics, and cross-border e-commerce; attracting domestic and foreign enterprises, institutes and schools, paying special attention to advanced information technology, communication and production, promoting the construction of ICT systems etc.; continue to implement the database system, e-government, administrative reform and public services, especially in supporting the people; step by step developing Smart City Operations Center, connecting to shared database systems, starting with the 1022 hotline system is the focal point to promptly receive and respond to information through many channels and means.
The ICF's strict criteria to vote Smart21
As planned, after the announcement of Smart21, ICF will complete a detailed questionnaire providing more information about the areas to select 07 communities in the Top7 Smart Communities of 2021 and will be announced in June 2021. Top7 will also be the focus of the ICF Global Summit taking place in October 2021.
ICF is a global network connecting more than 180 cities from around the world recognized as smart communities, collaborating for economic and social development as well as sharing experiences and expertise to foster the growth of the city. ICF studies criteria to build an intelligent framework for the development community.
The strategic move
Binh Duong was the first locality in Vietnam to become a member of ICF in 2018, opens up opportunities to establish stronger international relations with the global smart community to exchange information and experiences and attract high-quality human resources to work in Binh Duong.
With the support of the government of Eindhoven city (Netherlands), in cooperation with Brainport Group (Netherlands) and Becamex IDC Corporation as well as many other units, many conferences and field visits have been held, opinions are gathered from experts. By the end of 2016, Binh Duong province approved the Binh Duong Smart City Project with the nucleus of Binh Duong New City. After 04 years of implementation, Binh Duong Smart City Project has achieved remarkable results. Typically, in recognition of the international community, for three consecutive years 2019, 2020 and 2021, Binh Duong was honored among 21 localities with typical smart city development strategy in the world. To continue and expand the Scheme, Binh Duong continues to implement the project "Binh Duong Innovation Region" with the expectation to create leverage to promote and build the foundation of a broader and creative innovation ecosystem, which is sustainable innovation culture. This is considered a "springboard" to help Binh Duong build an attractive environment for entrepreneurs, technology companies, to continue participating in major economic organizations in the world etc. From there, it will upgrade the existing production, create new production tools and develop evenly on all aspects of social life, gradually increasing the proportion of the digital economy.
Binh Duong Innovation Region Master Plan
In the period 2020-2030, the project "Binh Duong Innovation Region" is a completely new model, consistent with the reality of Binh Duong with manipulation and drawing from the achievements of the regional innovation such as Deajeon - Daedeok Innopolis (Korea), Brainport Eindhoven (Netherlands). This is also the key content in building Binh Duong Smart City for the next phase, is an integrated groundbreaking project that covers functional areas such as a central management office; urban science; Science and technology Industrial park; World Trade Center in Binh Duong New City (WTC BDNC).
