According to the report, the work of Mass Mobilization in the 12th Congress tenure of the Party (2016-2021) was strictly implemented, grasping the "People are the root" point of view, promoting the people's right to mastery, and promptly and effectively settling the people's problems and legitimate proposals. At the same time, institutionalizing the Party's lines and undertakings into policies and laws; strengthening and renewing, improving the quality and effectiveness of leadership in the mass mobilization of state agencies and well implementing the Regulation on the Mass Mobilization of the political system.

Particularly in 2020, the Party executive committees at all levels have paid attention to leading, directing, promoting and improving the efficiency of the mass mobilization and the "Skillful mass mobilization" emulation movement in the entire political system, associated with studying and following President Ho Chi Minh's ideology, morality, and style. The system of Commission for Mass Mobilization at all levels has advised the party executive committees, coordinated with the authorities to promote the work of mass mobilization associated with the political tasks of localities and units and achieved many practical results. Contributing to the successful implementation of socio-economic goals, maintaining national defense and security, the whole country has basically successfully controlled Covid-19 pandemic, promptly responding to natural disasters, storms, floods and climate change. On that basis, contributing to strengthening the great national unity bloc; creating the consensus and confidence of the people towards the Party and State; and building close relations between the Party and the people.
In 2021, the focus of the Mass Mobilization is "Accelerating the implementation of the democratic regulations at the grassroots level". Accordingly, focusing on advising the Politburo, the Secretariat to sum up partially and summarize some Party documents on the work of Mass Mobilization. Developing and implementing an Action Program to implement the Resolution of the 13th Congress of Party on Mass Mobilization; summarizing the program of coordination and implementation of new documents of the Party related to the Mass Mobilization; increasing grasping the situation of the people, focusing on the situation before, during and after the 13th Congress of the Party, the election of the 15th National Assembly and the People's Council at all levels for the 2021-2026 tenure; promptly reflecting the people's thoughts, aspirations and recommendations to the Party, the State and the political system, thereby advising appropriate and effective solutions.
The conference also focused on discussing, evaluating and sharing experiences in implementing the work of Mass Mobilization of Ministries, branches and localities as well as contributing many important contents on directions and tasks in 2021 and the operational orientation for the 2021 - 2026 tenure, to meet the renewal requirements and improve the efficiency of the Mass Mobilization in the new situation.
