Binh Duong guides to grade the PAR index of departments, boards and branches in 2020

​PORTAL - On the morning of December 30, at the Provincial Convention and Exhibition Center, Binh Duong Department of Home Affairs held a conference guiding self-assessment and grading to determine the PAR Index of the departments, boards, branches in 2020.

​​By 2020, on the basis of recommendations and suggestions on amending and completing the PAR index that departments, districts, communes, units, localities and specialized branches, the Department of Home Affairs has acquired and completed the project and advise the Provincial People's Committee to approve for implementation.

Based on the results of the actually achieved administrative reform, agencies and units conduct self-assessment and grade for each criterion, component criteria on the basis of review and comparison with standards or requirements and how to grade corresponding to each criterion, component criteria.

Delegates were instructed how to self-assess the PAR index on the software

Report on self-assessment, grade for criteria, component criteria of PAR index of agencies and units must be signed and stamped by heads of units and localities, including the following contents: Synthesis report of self-assessment results and scoring PAR index of agencies and units; a summary of the results of the PAR index self-assessment, grade for criteria, component criteria of PAR index of agencies and units (extract from the PAR index scoring software); to explain the contents of self-assessment and grade for criteria, component criteria that do not have verification documents or verification documents do not have sufficient verification information as required.

Time for agencies and units to conduct self-assessment and scoring; approve report; enter the result data into the software and send the Report of Synthesis Results of Scoring to the Department of Home Affairs and the PAR Index Evaluation Council is before January 31, 2021. After the specified time, the software will automatically lock.

Delivering a speech at the conference, Mr. Ly Van Dep - Deputy Director of the Department of Home Affairs said that over the past time, the Department of Home Affairs has presided over and coordinated with functional agencies to advise the Provincial People's Committee to promptly and effectively implement the determination of PAR index for units and localities in the province. Along with that, the Department also regularly reviews criteria, component criteria of PAR index to guide how to self-assess and score suitable for each time and year towards the goal of the PAR index to be more and more complete, objective and fair among units and localities.

Instructions on how to self-assess and score on the software

Step 1: Sign in to the software

Agencies and units visit www.parindex.binhduong.gov.vn (best used with Google Chrome browser).

Log in to the PAR Index scoring management software using the User and Password issued by the Department of Home Affairs for agencies and units to use since 2019.

Step 2: Enter the data of results

Agencies and units start entering data on results of self-assessment, grading and attach​ documents to verify or explain the results of self-assessment, grading corresponding to each criterion, component criteria.

Step 3: Review the results

After completing entering the results of self-assessment and scoring, agencies and units review again, ensure that verification documents and explanatory information for each criterion, component criteria must match with the content in the report. At the same time, export the file results summary of self-assessment, grading of criterion, component criteria in the section (export file) on the software to sign and seal fully as prescribed.

Step 4: Send the results

After completing the above steps, agencies and units send the results of self-assessment and scoring (Synthesis Report and Result Summary of self-assessment, grading of criterion, component criteria) to the Department of Home Affairs and PAR Index Evaluation Council through the software by selecting the “attached report” to upload the report to the software, then selecting the “send” item displayed on the software. ​
