One year of operating the National Public Service Portal, 8,000 billion VND is saved

​PORTAL - On the afternoon of December 30, in Hanoi, the Government Office held an online conference to summarize 1-year operation of the National Public Service Portal and announce the 2,700th public service.

​​There were Deputy Prime Minister Vu Duc Dam; leaders of central ministries, boards, branches and enterprises attending the conference.

At Binh Duong broadcast station, there were Mr. Lai Xuan Thanh - Director of Department of Information and Communication; leaders of departments, boards, branches of the province attending the conference.

On December 9, 2019, the National Public Service Portal officially came into operation. After one year of operation, there were more than 2,650 public services being integrated and provided out of a total of 6,700 administrative procedures (reaching 39%, exceeding 9% of the target assigned by the Government), with more than 99 million visitors, more than 412,000 registered accounts; more than 27.2 million synchronized records; over 719,000 online records and over 46,000 electronic payment transactions; receiving and supporting more than 9,600 complaints and recommendations; Total social cost savings is about 8,000 billion/year.

Compared to March 2020, up to now, the number of registered accounts has increased by 4.6 times; the number of visitors searching for information and services has increased by 4.3 times; the number of  online public services being integrated and provided on the Portal has increased 12 times; the number of online profiles fulfill in the Portal has increased by more than 45 times; the number of status-synchronized profiles for looking up, monitoring, supervising and evaluating the implementation has increased by more than 8 times. Particularly, the number of online payment transactions has increased by 12.6 times compared to June 2020.

In the coming time, the National Public Service Portal will continue to develop and improve service quality with online payment services; promote integration of online payments with essential payment services related to domestic tax, handling administrative violations in the fields of management, hospital fees, and tuition fees and with at least 50% of the number of administrative procedures that require financial obligations; at the same time, increasing the online payment rate on the National Public Service Portal to at least 25% of the total payment transactions of public services.

At the conference, the Government Office announced the 2,697, 2,698, 2,699 and 2,700 online public services integrated on the National Public Service Portal, including: Online payment of financial obligations in implementing administrative procedures on land for households and individuals; providing information about construction planning; granting construction permits for individual houses; connecting the declaration and payment of registration fee, registration and plate number of imported cars.

Delivering a speech at the conference, Deputy Prime Minister Vu Duc Dam highly appreciated the results achieved by the National Public Service Portal. At the same time, it is suggested that, in the coming time, ministries, branches and localities will boldly propose solutions to simultaneously deploy public services, focusing on public services with many arising procedures, striving for all the records being processed in the network environment. In addition, ensuring the right to information safety of people and businesses when performing online public services. Publicly and transparently reward agencies, units and localities that well implement online public services and name specific ministries, branches and localities with low rates of online public services.

On this occasion, the Office of the Government, the State Bank of Vietnam, banks and payment intermediaries have signed a commitment to accompany in the construction and development of the National Public Service Portal, including a commitment to reduce and free payment transactions.

Binh Duong Public Service Portal at https://dichvucong.binhduong.gov.vn is connected, synchronizing a number of features with the National Public Service Portal, such as: Centralized authentication SSO; synchronization of administrative procedures; synchronization of profile status, synchronization of frequently questions when performing public services. Synchronize a number of public services at level 4 such as: Announce promotional activities (integrating the province's electronic one stop software); renew driver license issued by the Transport sector (integrating with the Ministry); issue judicial record certificates (integrating with the Ministry of Justice); birth registration procedures (integrating with a communal electronic software).

As of July 2020, the provincial public service portal has provided 1,088 online public services at level 3 and 4 out of a total of 1,964 administrative procedures.

On December 22, 2020, the Department of Information and Communications of Binh Duong announced the non-cash payment service when handling administrative procedures at the Provincial Public Administration Center. Accordingly, people and businesses can pay the fee for administrative procedure settlement directly at the one-stop shop by scanning QR Code or through the Provincial Public Service Portal through VNPT Pay's services.
