The conference listened to the opinions of Deputy Prime Ministers, Ministers, Heads of Ministerial-level agencies and localities on solutions for implementing S-E development tasks in 2021. At the same time commenting on the draft Resolution no. 01 of the Government on the major tasks and solutions to direct and administer the S-E development plan, State budget estimates for 2021 and draft Resolution no. 02 of the Government on the implementation of major tasks and solutions to improve the business environment and enhance national competitiveness in 2021.
Resolution on the S-E development plan of the National Assembly has specific goals for 2021 with 12 main targets, of which: GDP increases by about 6%; The average consumer price index (CPI) is about 4%; the contribution proportion of total factor productivity (TFP) to growth is about 45-47%; social labor productivity increases about 4.8%; the rate of trained workers is about 66% (in which the rate of trained workers with diplomas and certificates is about 25.5%); the rate of health insurance coverage is about 91%; the rate of poor households decreases by 1-1.5 percentage points compared to 2020; the rate of forest coverage is about 42%, etc.
Concluding the conference, Prime Minister Nguyen Xuan Phuc assigned the Ministry of Planning and Investment and the Government Office, Ministries and branches to urgently accept comments, complete the report on the draft resolutions no. 01 and 02 to be submitted to the Prime Minister for signing and promulgating to implement right from the beginning of 2021, not to delay.
The Prime Minister stated: "At this conference, we unify the theme of 2021 that is: Solidarity, discipline, innovation, development aspirations". In that spirit, unifying the administrative direction and steering viewpoints: Continuing to renew the development mindset, acting more drastically and effectively, overcoming difficulties, turning challenges into opportunities, making good use of the achievements of the Industrial Revolution 4.0 and the trend of trade investment shift, digital transformation in the region and the world. Determining not to step back against difficulties and challenges.

Regarding the direction in the coming time, the Prime Minister emphasized that it is necessary to start working right from the beginning of the year, continue to further promote the cultural values and strength of the Vietnamese people, strongly arouse the spirit of patriotism and development aspirations. It is the solidarity, national pride, determination and efforts to rise up of both the political system and the entire people that will be the main driving force for the country to rise and narrow the development gap of the region and the world. In order for the S-E development to be stable and sustainable, the macro foundation must be maintained to be stable and sustainable. High inflation must not be allowed and the great balances of the Nation must be preserved and cultivated. Continuing to strive for Vietnam to always have a dynamic, creative, fast but stable and sustainable economy, not to erode macro foundation elements that we have worked hard to build, especially in the past 5 years. In particular, the economic growth target should be defined to be especially important. Growth not only creates a solid foundation for macro stability but also ensures employment and income, creates resources for the implementation of social security and social welfare policies, consolidates national defense and security, at the same time, contributes to combating lag and narrowing the development gap. Facing the actual situation of development requirements, the Government and the Prime Minister set a target to strive in the direction and administration at about 6.5% or higher, simultaneously prepare the foundation elements to accelerate from 2022 onwards.
The Prime Minister asked Ministries, branches and localities to focus on renovating national governance, continue to build a streamlined, effective and efficient State apparatus; pay more attention to policies on social security, multi-dimensional and sustainable poverty reduction. Consolidating national defense and security, promoting foreign affairs and international integration, creating a peaceful and stable environment for development.
To celebrate the New Year 2021 and the Lunar New Year, the Prime Minister suggested not to neglect the Covid-19 pandemic prevention and control, stabilize the market, and ensure the supply and demand of goods for the Tet period. Checking all aspects to ensure that people celebrate Tet happily and safely, especially the vulnerable, disadvantaged areas, and natural disaster areas.
Expressing his belief that the plan for 2021 and the 2021-2025 period will be successfully implemented, the Prime Minister called for "Birds of the same feather stick together", continuing the bravery, will and temperament of the Vietnamese people, strongly applying technology to production, business and life to improve productivity.
