Subjects of application are organizations and individuals (hereinafter referred to as investors) using land in Binh Duong province and having investment plans, schemes, projects (hereinafter referred to as plans) to develop agricultural production in the direction of urban agriculture and hi-tech agriculture; signing contracts for the production and sale of agricultural products; implementing the association of production and consumption of agricultural products in the province; preliminary processing, preserving and processing agricultural, forestry and aquatic products; investing in the production of high-quality plant varieties and animal breeds for production without causing environmental pollution in line with the purpose of restructuring the agricultural sector in the direction of increasing added value, developing sustainably and Planning for agricultural, forestry and fishery development in Binh Duong province.
Preferential content: Investing in technical infrastructure, machinery, and equipment for production; investing in the production of high-quality plant varieties and animal breeds; investing in purchasing plant varieties, animal breeds, materials and fuel for production; expenses for purchasing technology copyrights, purchasing technology or results of scientific research and technology development to create new products, improve technologies, technologies to minimize environmental pollution, technologies to save materials, fuel, and energy.
The interest rate of preferential loan is 70% of the minimum loan interest rate of the Provincial Development Investment Fund from time to time decided by the Provincial People's Committee. The maximum preferential loan level does not exceed 70% of the total investment of the plan.
The term of preferential loan according to the approved plan is not exceeding 08 years. The plan where the investor participates in the value chain linkage is applied according to the production cycle of the product.
From the first disbursement to the first principal repayment date, during this period the investor has not yet paid the principal debt but still has to pay loan interest. During the grace period, the interest rate is 3%/year, but the maximum period applied is not more than 12 months.
