This regulation applies to departments, branches, districts, towns, cities, and units using public investment capital from the state budget under local management in the period 2021-2025; organizations and individuals involved in the medium-term and annual planning of public investment sources from the local budget in the period 2021-2025.
The allocation of public investment capital from state budget under the local management in the period 2021-2025 must serve implementation of the province's development objectives and orientations according to the Resolution of 11th Provincial Party Congress, action programs and breakthrough programs of the Provincial Party Committee; Provincial planning in the period 2021 - 2030, vision to 2050; 5-year socio-economic development plan (2021- 2025) of the province; development plans of branches, fields, localities, etc. ensure the goal of sustainable development, harmonious development of socio-economy and national defense, security.
Focus on allocating capital to combat traffic congestion, inundation, speed up progress, soon complete and bring into play key projects, connection projects having inter-regional impacts, and promoting socio-economic development, protecting people's health, preventing and combating natural disasters, responding to climate change, and ensuring water security. Priority is given to allocating counterpart funds to synchronously implement projects under the national target program for socio-economic development in ethnic minority and mountainous areas in the period 2021 - 2030.
The order of priority to allocate public investment capital from the State budget in the period 2021-2025 is as bellows: Allocation of counterpart fund for projects using ODA and concessional loans from foreign donors; State investment capital for the participation in the implementation of projects under the public-private partnership mode; the transition project implemented according to the approved schedule; the project is expected to be completed in the planning period; capital allocation for the implementation of planning tasks; capital allocation for preparation of investment to formulate, evaluate, decide on project investment policy and formulate, evaluate, and decide on investment programs and projects; capital allocation for new construction projects to meet the requirements of the Law on Public Investment.
Local budgets are allocated according to sectors and fields under the investment expenditure responsibility of the provincial budget. In which, the investment capital from lottery revenues is used to allocate to tasks, programs and projects in the fields of education, health, social security and other fields according to legal regulations.
Every year, in addition to allocating capital that the province support and supplement for a number of targeted projects, the provincial budget will continue to decentralize to the district level to carry out the tasks of district budget's investment expenditure according to regulations, ensure decentralized capital for localities higher than capital in the period 2016 - 2020 with an increase of over 10%.
